Award of Consultant Services Agreement with Joseph C. Truxaw and Associates, Inc. for the
design and plan preparation of the 12" water main crossing the railroad track on Batavia Street.
2. SUMMARY
Authorize Joseph C. Truxaw and Associates, Inc. to conduct field survey, prepare plans,
specifications, cost estimates, and apply /obtain required permit from railroad authority to install
approximately 200 feet of 12" Ductile Iron Pipe underneath the railroad track. As this request
for engineering service will put the total contract agreement with Joseph C. Truxaw and
Associates, Inc. over $30,000 for the fiscal year 17 -18, staff is requesting City Council approval
for this service.
3. RECOMMENDED ACTION
Award Consultant Service Agreement to Joseph C. Truxaw and Associates, Inc. of Orange, CA,
in an amount not to exceed $19,475 and authorize the Mayor and City Clerk to execute the
necessary documents on behalf of the City.

7. DISCUSSION and BACKGROUND
The existing water main in Batavia St. at the railroad track was constructed in the early 1960s.
This water main is aging and considered undersized by current water industry standards for
arterial roadway such as Batavia St. Recent breaks along this segment of aged pipe required this
water main to be turned off and isolated. As the water main are buried deep below the railroad
track, Water Division staff is unable and unequipped to safely make repairs. Staff therefore
solicited for proposals from qualified engineering firms that specialize in pipeline design within
the railroad authority boundary. The scope of work includes the replacement of approximately
200 linear feet of existing 6" Cast Iron Pipe with new 12" Ductile Iron Pipe to provide a more
reliable water service and fire protection to the business and residents in the area. Due to the
small scale of the project and the time requirement, only Joseph C. Truxaw and Associates, Inc.
and JL Patterson responded. Upon completing review of the submitted proposal, staff
recommends award of the contract to Joseph C. Truxaw and Associates, Inc. in the amount of
$19,445. As the inclusion of this engineering service will put the total contract agreement with
Joseph C. Truxaw and Associates, Inc. over the $30,000 limit for the fiscal year 17 -18, staff is
requesting City Council approval of this consultant services agreement.
