SR - - GENERAL PLAN ANNUAL PROGRESS REPORT TO STATE OF CALIFORNIA1. SUBJECT General Plan Annual Progress Report to the State of California. 2. SUMMARY California Government Code Section 65400 requires that cities submit an annual report on the status of their General Plan and progress in its implementation to the Governor's Office of Planning and Research and Department of Housing and Community Development each year. 3. RECOMMENDATION Receive and file 2016 General Plan Annual Progress Report for submittal to the State. 4. FISCAL IMPACT None. In recent years, submittal of annual General Plan and Housing Element reporting forms made the City eligible to pursue and be awarded State grant funding for park capital projects at Handy Park, Belmont Park, and Grijalva Park. State grant programs of a similar nature are not available at this time. However, annual submittal of the General Plan and Housing Element Annual Report maintains the City's good standing with the State should similar funding opportunities become available in the future. 5. STRATEGIC PLAN GOAL(S) Not applicable. 6. GENERAL PLAN IMPLEMENTATION The item provides a review of overall General Plan implementation during calendar year 2016. 7. DISCUSSION and BACKGROUND California Government Code Section 65400 requires that cities submit an annual report on the status of their General Plan and progress in its implementation to the Governor's Office of Planning and Research and State Department of Housing and Community Development. Prior to submittal to the State, the annual report must first be presented to the City Council for review and acceptance. As a procedural matter, staff took the annual report to the Planning Commission at their May 15 2017 meeting. The Planning Commission staff report and meeting minutes are provided as an attachment to this report. Over the course of 2016, the City continued to make progress on a number of General Plan implementation items including: • Updating the Zoning Code aimed at streamlining and improving zoning standards and procedures. • Adoption of new Building and Fire Codes and substantial progress toward completion of updates of the City's Historic Preservation Design Guidelines and its Street Tree Master Plan. • Updated Fire Hazard information including updates to the City's Local Hazard Mitigation Plan, Community Wildfire Protection Plan, and Hazardous Materials Ordinance. • Completion of a parking study identifying options for the Old Towne and Santa Fe Depot areas and substantial progress in implementing that study's recommendations. • Community outreach and initiating work for the designation of the City's Eichler Tracts as historic districts. • Completion of flood control, storm drain and sewer infrastructure maintenance and replacement. • Traffic signal improvements and signal synchronization projects. ITEM 2 6/13/17 • Critical Intersection improvements • Pedestrian and bicycle improvements • Capital Improvement Projects including park improvements; City facilities maintenance; energy efficiency upgrades; replacement of curbs, gutters and sidewalks; street pavement repair; traffic signal work; and roadway and other infrastructure upgrades. • Continued housing production and progress toward meeting our Regional Housing Needs Assessment (RHNA) allocation A detailed description of the City's General Plan implementation efforts is provided in Attachment 1. 8.
