Purchase of Firefighter safety gear and associated equipment from Allstar Fire Equipment, Inc.
2. SUMMARY
The Fire Department purchases approximately $50,000 annually worth of safety gear and
equipment from Allstar Fire Equipment, Inc. Safety gear and equipment is routinely ordered to
replace expired or damaged equipment. The Fire Department purchases safety gear from a small
group of highly specialized vendors.
3. RECOMMENDED ACTION
Authorize the purchase of Firefighter safety gear and equipment from Allstar Fire for a total of
$50,000 in fiscal year 2017 -18.
4. FISCAL IMPACT
Upon adoption of fiscal year 2017 -18 budget, funding will be available to cover the cost of
Firefighter safety gear and equipment as follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 3.0: Protect lives and property of Orange residents and businesses from
urban and wild land fire hazards.
Policy 3.8 Ensure that the Fire Department has sufficient capacity, stations, personnel, and
equipment to meet growth needs in the City for fire protection and related emergency services.
7. DISCUSSION and BACKGROUND
The Fire Department must purchase safety gear from a select group of vendors due to product
availability, manufacturing, distribution, and expertise. Allstar Fire Equipment provides the
current and approved specifications for firefighter helmets, self- contained breathing apparatus
(SCBA) parts, firefighting gloves, wildland brush jackets, and wildland firefighting boots.
Allstar Fire Equipment is the only direct distributor for Scott Health and Safety, which
manufacturers the Fire Department's current self- contained breathing apparatus. Current
replacement parts for SCBA are ordered directly through Allstar Fire Equipment. Allstar is also
the only direct distributor for Phenix Helmets, the Fire Department's current structure fire helmet
specification and Elkhart Brass who manufacturers firefighting nozzles and hose couplings.
Firefighter safety gear and equipment is ordered based on operational needs and national safety
standards. The majority of equipment ordered by the Fire Department has a safety and life
expectancy that must be adhered to in order to provide the highest possible level of protection to
Fire Department personnel. Safety equipment is often custom made to order based on individual
sizing and department specifications. When safety equipment is exposed to hazardous chemicals
or other fluids, it must be either properly decontaminated after use or potentially replaced. In
order to maintain departmental specifications and safety standards direct distribution vendors are
necessary for Fire Department operations.
