Purchase of Police Department uniforms and accessories from GRP2 Uniforms Inc., D.B.A.
Keystone Uniforms OC (Keystone).
2. SUMMARY
Police employees are issued uniforms to ensure that uniformed officers and front - office staff are
readily identifiable to the public. This purchase allows for the continuation of uniforms and
accessories for Fiscal Year 2017 -2018 (FYI 8).
3. RECOMMENDATION
Authorize the purchase of uniforms and accessories from Keystone, in an amount not to exceed
$90,000.
4. FISCAL IMPACT
Upon adoption of the proposed FYI annual budget, funds will be available to cover the cost of
the uniforms and accessories as follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
Keystone uniforms and accessories were initially acquired through a cooperative purchasing
agreement during fiscal year 2014 -2015. Keystone has offered competitive pricing and continues
to offer all cities the same pricing for uniform and accessory purchases. Police employees,
required to wear a uniform, wear the uniform to be identified as law enforcement authority in
society. In addition, employees wearing a uniform are identified as a source of assistance in an
emergency, crisis or other time of need. New officers and office staff are initially issued two types
of uniforms for wear, uniforms may be replaced on an annual or as need basis. The uniform also
includes a ballistic vest and miscellaneous equipment. Special units such as SWAT, Motor
Officers, K9, Mounted Patrol, and Bicycle Patrol are issued different uniforms specific to their
unit.
The Department is requesting the continuation of uniforms and accessories from Keystone, for a
total amount not to exceed $90,000.
