2. SUMMARY
Bids for the FY17 Glassell Street Water Quality Storm Drain Improvements were received and
opened on June 1, 2017. Four bidders responded to the Notice Inviting Bids. The apparent low
bidder is Paulus Engineering Inc. of Anaheim, California in the amount of $255,068.
3. RECOMMENDED ACTION
1. Appropriate $80,000 from Fund 220 (Sanitation) unreserved fund balance(to project
220.5011.56330.20311, and
2. Award the contract to Paulus Engineering Inc. of Anaheim, California in the amount of
$255,068 and authorize the Mayor to execute and the City Clerk to attest the contract on
behalf of the City.

7. DISCUSSION and BACKGROUND
The bid solicitation was advertised on May 16, 2017 for a period of three weeks, and bids were
opened on June 1, 2017. Four bidders submitted proposals as follows:

A hydrodynamic separator will be installed at the downstream end of an existing 48" reinforced
concrete pipe (RCP) storm drain line on Glassell Street, north of Blueridge Avenue. This storm
drain currently discharges into the Collins Channel, a tributary to the Santa Ana River. The
hydrodynamic separator will capture trash, sediment, organic matter, nutrients, and other debris
to minimize pollutants that enter the Santa Ana River. Public Works applied for and was
awarded $150,000 in funding from the OCTA M2 (Tier 1) to complete this work.
The proposed improvement is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 -Class 1, Minor
Alterations to Existing Facilities, because it involves installation of storm water treatment
features to the City's existing storm drain system and does not increase system capacity or
otherwise expand the existing use. The project is also statutorily exempt from CEQA under
Article 18, Section 15282(k) of the CEQA Guidelines. Section 15282(k) exempts pipeline
projects within existing public right of way that are less than one mile in length. The Notice of
Exemption has been filed with the County Recorder's Office.
Construction is scheduled to begin in summer 2017 and is expected to be completed within thirty
calendar days.
