SR - AGR-6489 - CDBG 2016-17 SENIOR CENTER CEILING IMPROVEMENTS1. SUBJECT Award of contract for Bid No. 167 -39, CDBG 2016 -2017; Senior Center Ceiling Improvements (SP - 3990). 2. SUMMARY The bids for the Senior Center Ceiling Improvements were received and opened on May 25, 2017. Three bidders responded to the Notice Inviting Bids. The apparent low bidder is Sandwood Enterprises Inc., of Orange, CA for $30,000. The Engineer's construction estimate was $32,600. 3. RECOMMENDED ACTION Award the contract in the amount of $30,000 to Sandwood Enterprises Inc., and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. DISCUSSION and BACKGROUND I This project is funded by Community Development Block Grant (CDBG) and consists of T -bar ceiling improvements for three large assembly rooms and the lobby area at the Senior Center Building. The Senior Center currently serves the elderly residents of the community. The three rooms and the lobby currently have aging ceiling tiles and some are stained from past roof leaks. Replacement of damaged or stained tiles is not feasible since this style is no longer available. Additionally, a recent examination revealed that the T -bar ceiling support system is not in compliance with current building codes. This may cause the tiles to fall on occupants during a seismic event. The project was bid with two alternates. Alternate 1 was for replacing the whole T -bar ceiling system while Alternate 2 allows for retrofitting the T -bar system to comply with current building codes and furnishing and installing new tiles. The bid was lower for Alternate 2 and more cost effective. Therefore, staff is recommending Alternate 2 for the award. Retrofitting the existing T -bar ceiling system will ensure the City provides a safe, clean, and pleasant environment for the senior community. Staff has been coordinating with Orange Elderly Services to minimize impacts to programs and services during construction. The bid solicitation was advertised on April 27, 2017 for a period of four weeks and bids were opened on May 25, 2017. Three bids were received and are as follows: 1) Sandwood Enterprises Inc., Orange $ 30,000 2) USTA Construction Inc., Glendale $ 57,459 3) Newbuild Construction & Restoration Inc $ 67,600 Construction is scheduled to begin in July 2017 and is expected to be completed within thirty calendar days. 18.
