2. SUMMARY
This Contract Change Order No. 1 authorizes contract payment for extra work at agreed upon
lump sum price for the Shaffer Street Storm Drain Improvements Project in the amount of
$25,000.
3. RECOMMENDED ACTION
1) Approve Contract Change Order No. 1 in the amount of $25,000 to GRBCON, Inc.
2) Authorize the appropriation of $19,000 from the Sanitation Fund (220) unreserved fund
balance to expenditure account 220.5022.56330.30078, Streets -Bio Clean Hydro Unit
Collins.

7. DISCUSSION and BACKGROUND
The City Council awarded the Collins Avenue Storm Drain Improvement Project on August 9,
2016, to GRBCON Inc. A hydrodynamic separator was installed at the downstream end of the
existing 48" reinforced concrete pipe (RCP) storm drain line west of Eckhoff Street that currently
discharges into the Santa Ana River. The storm drain line collects runoff from a 54 -acre drainage
area. The hydrodynamic separator and pipe screens will capture trash, sediment, bacteria, organic
matter, nutrients, pesticides, and other debris to minimize pollutants that enter the Santa Ana
River.
Prior to the start of work, the Bio Clean unit was relocated to the parking lot of the County
Corporation Yard from Collins Avenue for easier maintenance access and to lessen the
construction impacts to the businesses in the area. Staff negotiated a change order of $ 25,000 for
the cost of relocating the unit due to increased depth of the trench, excavation, and backfill
material.
The original contract amount was $196,630. This Contract Change Order represents a 12.71%
increase from the original contract amount bringing the contract amount to $221,630.
