SR - AGR-6487 - HSIP PEDESTRIAN CROSSINGS UPGRADE AT FOURTEEN INTERSECTIONS1. SUBTECT Award of Contract - Bid No. 167 -38; Federal Highway Safety Improvement Program (HSIP) Pedestrian Crossings Upgrade at Fourteen Intersections Project (SP- 3857). 2. SUMMARY Bids for the HSIP Pedestrian Crossing Upgrade at Fourteen Intersections Project were received and opened on May 11, 2017. Four bidders responded to the Notice Inviting Bids. The apparent low bidder is ND Construction Company, Inc. of Anaheim, CA for $184,637. 3. RECOMMENDED ACTION Award the contract in the amount of $184,637 to ND Construction Company, Inc., of Anaheim, CA and authorize the Mayor and the City Clerk to execute on behalf of the City. 4. DISCUSSION and BACKGROUND J The City Council approved rejection of all bids and authorization to re- advertise the project for construction bids on April 11, 2017. The bids were rejected in the original solicitation because of a substantial gap between the low bid and available construction funds. This solicitation has a reduced scope of work to meet the budget allocation. The re- advertisement for bids was published on April 19, 2017 for a period of three weeks and the bids were opened on May 11, 2017. ND Construction Company, Inc.'s (ND Construction) proposal complies in all material respects to the bid solicitation and is a responsible bidder. Reference checks with the cities of Cerritos, Whittier, and San Gabriel returned positive reviews of ND Construction's performance on similar projects. The crossing upgrades include painting of high visibility crosswalks and installation of pedestrian warning beacons. The pedestrian warning beacon for this project will be the Rapid Rectangular Flashing Beacon (RRFB) which has been approved by the Federal Highway Administration for use in California. Research has shown very high rates of motorists "yield to pedestrians" compliance with the RRFB, in comparison to much lower rates for standard round beacons. The project is federally funded under the Highway Safety Improvement Program. HSIP provides up to a maximum of 90% reimbursement for eligible project costs; the City of Orange budgeted the remaining 10% and any additional costs. The total estimated construction cost including the contract, and 15% for contingencies and construction engineering, is $212,333, while available construction funds are $241,000.
