SR - BID-167-43 - ADVERTISE BIDS WALNUT AVENUE STREET IMPROVEMENTS 400 FEET EAST OF MALENA STREET1. SUBJECT Bid No. 167 -43; Walnut Avenue Street Improvements 400 feet east of Malena Street (SP- 3988). 2. SUMMARY Plans and specifications have been completed for Walnut Avenue Street Improvements (SP- 3988). The project is ready to be advertised for bids. The total estimated construction cost including 10% for contingencies and construction engineering is $199,738. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for Walnut Avenue Street Improvements (SP- 3988). 4. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND The proposed improvements on Walnut Avenue were warranted as a condition of the sale of City surplus property at 2935 E. Walnut Avenue as approved by City Council in December 2016. Total project cost is estimated to be $199,738. A portion of the sale proceeds, totaling $80,000, were allocated for this project to cover the sewer extension/lateral connection, curb and gutter installation, and bike trail access gate relocation. The roughly $120,000 remaining, funded by gas tax, is for the street widening of Walnut Avenue by approximately 12 feet in order to accommodate two way traffic and facilitate emergency vehicle access. The street widening work is needed regardless the sale of the Walnut property. Public Works has prepared plans and specifications to construct the required improvements in order to satisfy the conditions imposed during the sale of the property. The proposed Street Improvements are categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15303(d), New Construction or Conversion of Small Structures, covering new construction and utility extensions, including street improvements, of reasonable length to serve new construction. This project is exempt because it will provide sewer service and improve fire access to vacant parcel 383 - 193 -60 (as well as fire access for existing single family residential properties along Walnut Avenue). These improvements will not substantially increase existing street or sewer capacity. The Notice of Exemption has been filed with the County Recorder's Office. Construction is scheduled to begin in summer 2017 and is expected to be completed within 45 calendar days. 8. ATTACHMENTS • Location Map
