Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND To effectively minimize service interruption to the residents living in the northeast area of the City during an emergency, the Water Division is proposing the installation of a standby emergency generator at Reservoir 9A Pump Station. This station is currently utilized to lift water from Zone 4 to Zone 5 to serve the community in hills in the northeast portion of the City. The area currently has no backup power source. The Water Division retained Gevork Consulting Engineering, Inc. to complete the design and specifications of the emergency generator. Plans and specifications for this project call for the furnishing and installation of one 150KW /I88KVA, 277/480V emergency power generator at the station. The proposed sound attenuated generator will comply with the City's noise standard and be equipped with a double wall fuel tank situated on a concrete pad to prevent potential leakage during an emergency or operational maintenance. The generator fuel tank capacity is designed for 24 hours of continuous operation. The total estimated construction cost including 15% for contingencies and construction engineering is $150,000. This project is categorically exempt from the California Environmental Quality Act CEQA Guidelines Section 15301, Class 1- Existing Facilities. This exemption applies to minor alterations to existing public or private structures or facilities, involving negligible or no expansion of the existing use. The project falls within this exemption because it involves adding a new emergency generator at an existing City water pump station. The purpose of the generator is to ensure electricity is available to power existing water infrastructure at the site during an emergency event. Therefore, the project does not expand the existing use. 18. ATTACHMENTS I None ITEM _ 6/13/17 2
