SR - - APPROPRIATION OF FUNDS FOR LOCAL LAW ENFORCEMENT OVERTIME COSTS1. SUBJECT
Appropriation of funds from the County of Orange for local law enforcement overtime costs.
2. SUMMARY
Assembly Bill 109 (AB 109), the Public Safety Realignment Act, contains a budget to fund
overtime services for local agencies to assist counties with case management of adult felon
offenders. Beginning with Fiscal Year 2016 -2017 (FY17), the Memorandum of Understanding
for services related to the Public Safety Realignment Act and Post Release Community
Supervision (PRCS) program is no longer required. This changes the funding process from claim
reimbursements to quarterly disbursements.
3. RECOMMENDATION
Authorize the appropriation of $21,334.41 from Other Grant Revenue unreserved fund balance to
expenditure account 100.4031.50221.20159, General Fund — Post Release Community
Supervision.
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of overtime services as follows:
100.4031.50221.20159 Overtime — Post Release Community Supervision $21,334.41
Offsetting revenue was received from the County of Orange in account number

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
In 2011, the Public Safety Realignment Act/AB109 transferred the responsibility for managing
and supervising adult felon offenders from the California Department of Corrections and
Rehabilitation to each county under the PRCS program. AB 109 helps mitigate the impact of longer
sentences and is an alternative frequently used to transition inmates back into the community.
Inmates eligible for release to local jurisdictions for supervision under PRCS must be:
• Currently incarcerated for non - violent and non - serious offenses
• Released on parole and non - revocable parole
• Are not high -risk sex offenders
It is estimated that 2,770 offenders are supervised in Orange County. The Police Department is
working closely with Orange County Probation to help manage these offenders. Orange County
Probation has offered their support with both personnel and financial resources. The objective is
to closely monitor these individuals by conducting sweeps during FY17. The allocation of
$21,334.41 will cover the costs of six sweeps.
