Consultant Services Agreements between the City of Orange and Code Consulting Group, LLC,
for Plan Review Services for Fiscal Year (FY) 2016 -17 and FY 2017 -18.
2. SUMMARY
The City Council is requested to approve the Second Amendment to the Consultant Services
Agreement between the City of Orange and Code Consulting Group for FY 2016 -17. This
second amendment is needed to close out remaining invoices for FY 2016 -17.
Additionally the Fire Department is requesting City Council approval for the renewed Consultant
Services Agreement between the City of Orange and Code Consulting Group for FY 2017 -18 for
Fire Department plan review services. Code Consulting Group provides half of the Fire
Department's plan review. Plan review fees paid by the builder offset the costs for plan review
services.
3. RECOMMENDED ACTION
Approve the Second Amendment between the City of Orange and Code Consulting Group in
an amount not to exceed $110,000 for FY 2016 -17.
2. Approve the renewed agreement between the City of Orange and Code Consulting Group in
an amount not to exceed $40,000 for FY 2017 -18.
3. Authorize the Mayor and City Clerk to execute both agreements on behalf of the City.
4. FISCAL IMPACT
1. Funds are budgeted and available to cover the necessary increase for FY 2016 -17 as follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 3.0: Protect lives and property of Orange residents and businesses from
urban and wild land fire hazards.
Policy 3.1: Continue to identify and evaluate new potential fire hazards and fire hazard areas.
7. DISCUSSION and BACKGROUND
Code Consulting Group, LLC is one of two plan review service providers for the Fire
Department. Plan review service providers are selected based on expertise, type of plan review
requested, service level and plan review processing time. In FY 2016 -17 Code Consulting
Group processed an increased amount of the Fire Department's plan review services.
Additionally this past fiscal year, Code Consulting Group provided in -house plan review
consultation during the extended recruitment process for the Fire Department's Plan Examiner
position. The Fire Department has requested an extension to the existing contractual term
through July 31, 2017 to process remaining invoices expected from FY 2016 -17. Therefore, the
Fire Department will need an additional $30,000 for this contractual term.
The Fire Department is required to request City Council approval for both the Second
Amendment to the existing agreement for FY 2016 -17 as well as the renewed consultant services
agreement for FY 2017 -18. The term for the new contractual agreement with Code Consulting
will commence on August 1, 2017. Due to the number of anticipated plan reviews, The Fire
Department is forecasting total expenditures for Code Consulting Group to be $40,000 for FY
2017 -18.

Plan review service fees paid by builders initiating projects within the City offset the cost of plan
review consultant services. In 2016, plan review /construction inspection revenue was $139,905.
Year to date revenue for plan review inspection is currently $107,779.
