SR - AGR-6044.D - WEED ABATEMENT SERVICES FY 2017-181. SUBJECT Agreement between the City of Orange and The Jungle Nursery, Inc. for Weed Abatement Services for fiscal year (FY) 2017 -18. 2. SUMMARY This is a request for the City Council to approve a renewed Weed Abatement Services Agreement between the City of Orange and The Jungle Nursery, Inc. for weed abatement services on City and public lots for FY 2017 -18. 13. RECOMMENDED ACTION 1. Approve the renewed agreement between the City of Orange and The Jungle Nursery, Inc. for weed abatement services in an amount not to exceed $96,250 for FY 2017 -18. 2. Authorize the Mayor and City Clerk to execute the agreement on behalf of the City. 4. FISCAL IMPACT Upon adoption of the FY 2017 -18 budget funding will be available as follows: 100.3012.51732.00000 (Weed Abatement — City Lots) $91,000 100.3012.51731.00000 (Weed Abatement — Private Lots) 5,250 Total: $96,250 5. STRATEGIC PLAN GOAL(S) 1. Provide for a safe community. [b]. Provide and maintain infrastructure necessary to ensure the safety of the public. 16. GENERAL PLAN IMPLEMENTATION J Public Safety Goal 3.0: Protect lives and property of Orange residents and businesses from urban and wild land fire hazards. Policy 3.1: Continue to identify and evaluate new potential fire hazards and fire hazard areas. Policy 3.2: Consider non - traditional methods of controlling vegetation in undeveloped areas. 17. DISCUSSION and BACKGROUND I The Fire Department is responsible for clearing dead vegetation from City owned lots. The Fire Department is also responsible for clearing privately owned lots if private property owners fail to clear the lots themselves after multiple notices to do so. This Fire Prevention measure requires the aid of a private vendor to clear the lots. Costs incurred from weed abatement services on private lots are reimbursed by private lot owners. In October of 2013, City Staff initiated a Request for Proposal (RFP) process soliciting competitive bids for Weed Abatement Services. The Jungle Nursery, Inc. received the highest score based on: customer service (ability to assign a lead worker to the project), previous experience, and competitive cost. The Jungle Nursery was subsequently awarded the contract for weed abatement services. Since that time, the Fire Department has been extremely satisfied with the services provided by The Jungle Nursery and is requesting to renew the Weed Abatement Services Agreement with this vendor for FY 2017 -18. The Jungle Nursery has agreed once more to the same fees and conditions stated on the last fiscal year's contract (FY 2016 -17). 18.
