SR - AGR-6459.1 - FIELD INSPECTION SERVICES FOR BUILDING DIVISION1. SUBJECT
First amendment to Consultant Services Agreement with The Code Group, Inc. to provide field
inspection services for the Building Division of the Community Development Department.
2. SUMMARY
A primary goal of the Community Development Department is to provide transparent, timely, and
exemplary service to the community and those involved in the construction trade. Currently, the
Building Division has three vacant Combination Building Inspector positions, and is experiencing
a record number of inspection requests. This contract amendment will continue to augment our
existing staff with the use of professional consultants for the next few months while maintaining
service levels.
3. RECOMMENDATION
Approve and authorize the Mayor and City Clerk to execute an amendment to an existing
consultant services agreement with The Code Group, Inc., not to exceed an additional $105,000,
for a total contract amount of $135,000.

Funds for this amendment are budgeted and available as follows:

7. DISCUSSION and BACKGROUND
There continues to be a need to utilize the services of professional consultants to assist staff with
the inspection of structures for compliance with local ordinances and State laws pertaining to the
building code. The Building Division has three vacant Combination Building Inspector positions
and a recruitment is underway for those positions, with one candidate undergoing a background
investigation and other candidates at various stages in the recruitment process. In addition to the
staff vacancies, the City is experiencing a high volume of development activity that has increased
the number of inspection requests to record levels. The proposed amendment will assist staff
during this busy period while the Building Division is not fully staffed by providing for two
contract building inspectors for approximately three months.
Staff recommends approval of the First Amendment to Consultant Services Agreement with The
Code Group, Inc.
