SR - AGR-6378.1 - EMERGENCY RESPONSE SERVICES FOR TRAFFIC SIGNALS/FLASHERS AND STREET LIGHTING1. SUBJECT First Amendment to Agreement 6378 with Siemens Industry, Incorporated, to provide emergency response services for traffic signals /flashers and street lighting. 2. SUMMARY Siemens Industry, Incorporated (Siemens) was awarded a contract, on a competitive basis, for emergency response services for traffic signals /flashers and street lighting. The First Amendment to Agreement 6378 will allow for a one -year extension of the contract. 3. RECOMMENDED ACTION Approve First Amendment to Agreement for emergency response services for the traffic signals /flashers and street lighting in an amount not to exceed $40,000 and authorize the Mayor and the City Clerk to execute on behalf of the City. 4. Policy 3.3: Continue to design, install, and maintain signals, signage, street lights, and traffic control devices within rights -of -way. 7. DISCUSSION and BACKGROUND In August 2016, Siemens was awarded a contract, Agreement 6378, on a competitive basis, for emergency response services for traffic signals /flashers and street lighting. The contract has a provision for annual extensions of up to four (4) years, as agreed upon by both parties. This is the first contract extension and will extend emergency traffic signal and street lighting system services starting in August 2017 through August 2018. The Contractor, as provided in the provisions of the agreement, has requested a 2% fee increase which is the maximum allowable during the terms of the amended contract. This contract amendment will address emergency response services for incidents outside of routine traffic signal maintenance. The incidents which establish an emergency condition include street light knock - downs, failure or malfunction of the traffic signal system, interruption of normal signal operation due to vehicle collisions, power outages, and other similar circumstances. Under these conditions, the contractor will provide its own labor, materials, and equipment to immediately restore traffic signal operations in a safe and efficient manner. Staff recommends the annual extension of Siemens contract to ensure continuation of emergency response services until August 2018. Siemens has the knowledge, experience, manpower, and equipment to address the City's requirements and has performed very well on its emergency contract with the City. 8.
