SR - AGR-6307.1 - DESIGN REVISIONS FOR GLASSELL ST AND WALNUT AVE LEFT-TURN SIGNAL MODIFICATIONS1. SUBJECT First Amendment to Agreement 6307 with KOA Corporation for professional services. 2. SUMMARY The First Amendment authorizes a cost increase to Agreement 6307 to provide design revisions for the Glassell Street and Walnut Avenue Left Turn Signal Modifications. 3. RECOMMENDED ACTION Approve the First Amendment to the professional services agreement in the amount not to exceed $3,600 to KOA Corporation of Orange, CA, and authorize the Mayor and the City Clerk to execute on behalf of the City. 4. Policy 3.3: Continue to design, install, and maintain signals, signage, street lights, and traffic control devices within rights -of -way. 7. DISCUSSION and BACKGROUND On February 9, 2016 the City entered into Agreement 6307 with KOA Corporation to provide professional engineering services for the Walnut Avenue and Glassell Street; and Chapman Avenue and James Street Left Turn Signal Modifications Project funded through the Highway Safety Improvement Program (HSIP). The engineering design contract was awarded for $28,340. During the design process, it became apparent in order to avoid the removal of on- street parking along Walnut Avenue near Glassell Street, the plans would need to be modified to provide a split phase traffic signal operation. This requires a modification to the striping and signal phasing plans from the original contemplated design. KOA Corporation has submitted a request for a $3,600 change order to complete the striping and signal phasing plan changes. The increase will bring the total contract amount to $31,940, requiring City Council approval. The change order is entirely funded with the HSIP grant awarded for the project. It is anticipated that the construction contract will be advertised later this year with construction anticipated in the Spring 2018. 8. ATTACHMENTS • Location Map 2
