Agreement for painting the exterior of the Santa Fe Train Depot (Depot)/ Ruby's Restaurant
Building and Depot train platform facilities and appurtenances.
2. SUMMARY
This agenda item provides for appropriation of AQMD AB2766 Air Pollution Reduction funds
and approval of the corresponding agreement for painting and maintenance of the exterior of the
Depot building, refinishing wood windows and doors, and painting surrounding Depot amenities.
3. RECOMMENDED ACTION
1) Appropriate $64,680 from the AQMD AB2766 Air Pollution Reduction unreserved Fund
245 to account 245.7022.51401.20349 (Repairs to Buildings and Fixed Equipment); and
2) Approve agreement with Stolie Painting for an amount not to exceed $64,680 and
authorize the Mayor and City Clerk to execute on behalf of the City.

Upon appropriation, funds will be available to cover the cost of the agreement as follows:

7. DISCUSSION and BACKGROUND
Background
In January 2014, Santa Fe Train Depot (Depot) property ownership was transferred to the City
from the Successor Agency. The City is responsible for all train platform facilities and
appurtenances per an agreement with Metrolink and maintaining the exterior of the building per
the lease agreement with Ruby's Restaurant. For the past several years, patching and touch up
painting has been part of ongoing maintenance of this facility. The entire exterior of the building
structure and surrounding amenities are now due to be repainted.
Discussion
Staff consulted with the City's Historic Planner and Metrolink in preparation of a Request for
Bids. A formal Request for Bids was released in March and nine bids were received. A bid
abstract summary is attached. The lowest bidder promptly withdrew its bid stating a math error.
The next lowest bid was received from Stolie Painting, Inc. in the amount of $58,800. Staff
recommends an award of contract to Stolie Painting, Inc. in the amount of $58,800, plus a 10%
contingency of $5,880 for unforeseen circumstances, for a total not to exceed amount of $64,680.
The work includes painting of the yellow warning stripe on the platform, as well as painting the
bollards at the undercrossing and on the train platform, the concrete bases at each bench shelter
and the entire Depot building. With the Depot being a transportation center for the City, it is
recommended to utilize Fiscal Year 2017 Air Quality Management District (AQMD) AB2766
Air Pollution Reduction funds to support this needed maintenance work at the train station. City
staff has verified with AQMD that this work is eligible for use of these funds.

Upon City Council approval and execution of the agreement, the contractor will begin work
immediately. The projected timeline for completion is 20 working days. As is standard with all
vendors who work in or around historic structures, as part of the special instructions in the RFB,
the vendor was made aware of and given specific instructions related to the Depot's historic
significance. Upon execution of the agreement the vendor will be required to sign a letter
acknowledging the historic significance of the Depot and its amenities. The acknowledgment
reiterates that the vendor is responsible for preventing damage to all historic structures.
