Agreement with Judicial Data Systems Corporation (JDS) for parking citation procession.
2. SUMMARY
JDS processes parking citations and collects fine revenue for citations issued by the Police
Department. This Agreement allows for continuation of services for Fiscal Year 2017 -2018
(FY 18).
3. RECOMMENDATION
Approve agreement with JDS in an amount not to exceed $50,000 and authorize the Mayor and
City Clerk to execute the agreement on behalf of the City.

Upon adoption of the proposed FYI annual budget, funds will be available to cover the cost of
the agreement as follows:

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
The City of Orange Police Department issues approximately 18,000 parking citations annually and
collects approximately $1.1 million in revenue. The Department has contracted with JDS since
1982, a contract that is evaluated on a yearly basis. JDS is a private company that provides services
required for the processing of parking citations and collection of parking fines. Citations are
currently handwritten into paper ticket books that are sent to JDS where they are entered into their
processing system. JDS provides a post office box to which citizens may send their citation
payments and correspondences. In addition, DMV records are accessed through an on -line
interface when citations are delinquent and delinquent notices are generated. After delinquent
notices have been sent, JDS may place a hold on the vehicle registration at the DMV for unpaid
citations. Once payment is received, JDS will release the hold on registrations. Citizens may
contest a parking citation by mail, they also have the option to pay the citation and close the case
or to request a formal hearing.
Unfortunately, JDS has not evolved in adapting to industry standards. Their processing of parking
citations and collection of parking fines is antiquated and its capabilities are limited. As a result,
it was determined that Orange Police Department solicit qualified firms to provide parking permits
and citation processing services along with associated equipment and software. The initial Request
for Proposal was published on April 5, 2017, with a closing date of May 4, 2017. Proposals have
been received and are currently being evaluated. The schedule to award bid and implement a new
parking administration program no later than September 2017. Therefore, the Department is
requesting the continuation of parking citation processing services with JDS throughout the
transitional period. The contract term is July 1, 2017 through June 30, 2018, with a contract
amount not to exceed $50,000. The cancellation provision of the agreement with JDS is five days.
