Agreement with Cornerstone Communications for membership to Behind the Badge OC.
2. SUMMARY
Behind the Badge OC is a communication platform designed to share news and information about
law enforcement services. The website is used to keep the public informed of the men and women
who keep Orange safe, changing events, and safety issues in the community. This agreement
allows for continuation of services for Fiscal Year 2017 -2018.
3. RECOMMENDATION
Approve agreement with Cornerstone Communications in an amount not to exceed $53,000 and
authorize the Mayor and City Clerk to execute the agreement on behalf of the City.
4. FISCAL IMPACT
Upon adoption of the proposed FYI annual budget, funds will be available to cover the cost of
the agreement as follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
One of the leading social media platforms in law enforcement is Behind the Badge OC which is
produced by Cornerstone Communications. Behind the Badge OC is a region -wide website that
promotes the positive elements of law enforcement services. Cornerstone Communications also
provides crisis communications consulting services for a number of non -law enforcement
organizations throughout the state. The crisis communications component portion of the website
gives the Police Department the ability to advance information during emergency situations to
local and neighboring cities. The website is designed to feature stories that educate the community
about the Orange Police Department and more importantly, develop a communications program
to help promote a positive and productive partnership with members of the community, the media,
and key stakeholders.
Behind the Badge OC currently advises the Department on social media outreach and has featured
a sampling of the following articles:
• Golden West graduates 20 new officers
• Orange police officer humbled by outpouring of support
• PD honors officers and firefighters for saving life
• Orange PD Hispanic Outreach empowers residents
• Red carpet for `Officer Colin,' 9 of the Ithaca PD
• Orange PD interactions with the mentally ill
The total cost of $53,000 includes a 10% contingency fee reserved for additional expenses and
potential printing costs needed to finalize website content. The Department is requesting the
continuation of services with Cornerstone Communications and membership to Behind the Badge
OC. The contract term is July 1, 2017 through June 30, 2018, with a contract amount not to exceed
$53,000.
