Agreement with California Forensic Phlebotomy, Inc. (CFP), for evidence collection services.
2. SUMMARY
CFP collects evidentiary blood samples, transports the collection of evidence to the Orange County
Sheriff Crime Laboratory, and provides court testimony for the Police Department. This
agreement allows for continuation of services for Fiscal Year 2017 -2018 (FYI 8).
3. RECOMMENDATION
Approve agreement with CFP in an amount not to exceed $100,000 and authorize the Mayor and
City Clerk to execute the agreement on behalf of the City.

Upon adoption of the proposed FYI annual budget, funds will be available to cover the cost of
the agreement as follows:

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
Unlawful offenses involving alcohol and drugs, pursuant to the guidelines established under the
California Vehicle Code, may require the collection of evidence samples. When required,
evidentiary samples must be collected by a certified phlebotomy technician, licensed physician,
nurse or other individual authorized by Vehicle Code section 23158. Once collected, samples are
taken to the Orange County Crime Lab for processing. Proper operating procedures have been
established for the withdrawal, handling, and preservation of evidentiary samples and may be
found in the Orange Police Department Policy Manual, Policy No. 514.
Since 1989, the Police Department has been contracting the services of CFP for the collection of
evidence in unlawful offenses involving alcohol and drugs. CFP collects samples, transports
evidence to the Orange County Crime Laboratory, and provides court testimony for the Police
Department. In addition, CFP operates 24 hours a day, 7 days a week, retains highly skilled
medical professionals, and maintains proper chain of possession. CFP provides the same services
to all municipal police agencies in the county, including the Sheriff Department and the California
Highway Patrol's Orange County office.
Based on their high level of service, the Department is requesting the continuation of evidence
collection services with CFP. The contract term is July 1, 2017 through June 30, 2018, with a
contract amount not to exceed $100,000.
