SR - AGR-6471 - ANNUAL PAVEMENT MAINTENANCE VARIOUS LOCATIONS FY 16-171. SUBJECT Award of Contract - Bid No. 167 -34; SP -3995; Annual Pavement Maintenance at Various Locations, Fiscal Year 2016 -2017. 2. SUMMARY Bids for the Annual Pavement Maintenance at Various Locations, (FYI 7) were received and opened on April 27, 2017. Three bidders responded to the Notice Inviting Bids. The apparent low bidder is R.J. Noble Company of Orange, CA in the amount of $4,214,900. The total cost is estimated at about $4,640,000, including a 10% construction engineering and contingency. 3. RECOMMENDED ACTION Award the contract in the amount of $4,214,900 to R.J. Noble Company, and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -of- way. 7. DISCUSSION and BACKGROUND This project is part of our FYI Annual Street Maintenance activities and is designed to prolong the pavement life of city streets. Rehabilitation methods vary depending on the sustained damage, but in general they consist of asphalt concrete overlays with localized areas of pavement reconstruction and slurry seal. The rehabilitated pavement will have a longer service life and will provide a safe and smooth ride for the traveling public. This asphalt concrete overlay and slurry seal project will rehabilitate approximately 25 residential streets and 4 arterial streets throughout the City. The streets selected for maintenance in accordance with our Pavement Management Plan, generally fall into the "poor to fair" category and require work at this time to prevent total pavement failure and more costly reconstruction in the future. The total cost is estimated at about $4,640,000 including a 10% construction engineering and contingency. The proposed 4 arterial streets are as follow: Chapman Avenue - from The City Dr. to 400' west of Main St. and from Grand St. to Hewes St. 2. Katella Avenue - from Struck Ave. to 300' west of Glassell St. 3. Tustin Street - from 300' south of Meats Ave. to Fairhaven Ave. 4. The City Drive /State College Blvd. - from Park Central Ave. to Orangewood Ave. The City Council previously approved advertisement for bids on March 14, 2017. The bid solicitation was advertised on March 29, 2017 for a period of four weeks and bids were opened on April 27, 2017. Three bids were received as follows: 1) R.J. Noble Company $4,214,900.00 2) All American Asphalt, Inc. $4,610,644.61 3) Palp Inc, DBA Excel Paving, Co. $4,634,050.00 Construction is estimated to begin in June 2017 and to be completed by November 2017. 8.
