7. DISCUSSION and BACKGROUND
In an effort to minimize costs associated with maintaining aging equipment, as well as improve
energy efficiency, the Community Services Department replaced the Hart Park Pool heaters in
May 2016 and the pool covers in December 2016.
As part of Capital Improvement Project 30043, new pool heaters were purchased and installed at
a cost of $92,559.73, paid through Park Acquisition and Development revenue (Fund 511). New
pool covers were purchased through general park maintenance funds at a cost of $15,209.40.
To assist with offsetting the cost associated with these upgrades, staff applied for the Energy
Efficiency Rebate Program through Southern California Gas Company. A rebate amount of
$11,994 was received for the pool heaters, a 13% reimbursement. A rebate amount of $9,450 was
received for the pool covers, a 62% reimbursement.
