Appropriation of Park Acquisition revenue and corresponding agreement to replace the Yorba
Park Restroom/Storage Building.
2. SUMMARY
Appropriation of unreserved Park Acquisition revenue and approval of agreement with Kasa
Construction, Inc. to complete Phase IN of the Yorba Park Renovation project. Removal and
replacement of the restroom building will significantly enhance the aesthetics and functionality
of the Park. This work will follow Phase I Grading Operations, Phase H Orange County Waste
and Recycling's project to replace the existing vapor extraction system, and Phase III Park Re-
Establishment.
3. RECOMMENDED ACTION
1. Appropriate $322,740 from unreserved Fund 510 (Park Acquisition - Infill ) to Fund
510.7021.56020.20135 (Yorba Park Renovation); and
2. Approve agreement with KASA Construction, Inc. for the not to exceed amount of
$322,740 and authorize the Mayor and City Clerk to execute on behalf of the City.

7. DISCUSSION and BACKGROUND
Background
Due to settlement caused by the closed landfill at Yorba Park, the 8.5 acre site is being renovated.
The project is comprised of four phases, to include Phase I Grading Operations and Phase II
Replacement of the Vapor Extraction System (to be completed by the County of Orange), both
required pursuant to the November 2015 Settlement Agreement with the County of Orange. Per
the Settlement Agreement, the City is required to level and grade the property to achieve proper
drainage for the landfill site (Phase I). At the completion of that effort, the County is required to
replace the aging vapor extraction and monitoring system (Phase II). Also per the Settlement
Agreement, the County is assuming responsibility for oversight and management of the methane
monitoring system.
The Phase I Grading Operation is underway, with completion expected in May. The County's
Phase H Vapor Extraction System upgrades will occur subsequently and be completed in 30 to 60
days. City Council awarded an agreement for Phase HI — Park Re- Establishment to Kasa
Construction at the April 11, 2017 meeting. Upon the completion of the County's portion of the
project, Kasa will begin Phase III Park Re- establishment, anticipated to be early this summer.
The primary subject of this Agenda Report is Phase IV of the overall project, which is demolition
of the existing restroom/snack bar structure and installation of a new restroom/storage building.
Discussion
Phase IV work includes:
• The demolition of the existing restroom/concession building and adjacent asphalt paving.

• Over excavation of subsoil in the area beneath the location of the new restroom/storage
building; and preparation /compaction of base material in preparation of the new
restroom/storage building.
• Purchase and installation of a new pre- fabricated restroom/storage building, including all
connections to electrical, water and sewer utilities.
• Re paving of asphalt within the area adjacent to the new restroom/storage building.
The existing restroom/concession building at Yorba Park has been closed for several years and is
in a state of rot and overall deterioration. With the lack of a functioning restroom, the Orange
Dog Park Association has been leasing a portable unit on a month -to -month basis for the past
few years. The completion of Phase IV will result in a greatly needed restroom facility for Yorba
Park and significantly improve park aesthetic. The new restroom/storage building is just under
half the size of the existing building and will be placed on the east side of the existing footprint.
The building includes two all gender ADA accessible single use stalls, and a storage component
to be used by the Dog Park Association. The storage component allow the large shipping
container on site to be permanently removed.
Bid No. 167 -31 was released on March 1, 2017. Three bid proposals were received on March 30,
2017. KASA Construction was the lowest responsible bidder at $293,400 and is being
recommended for award of the project. A Bid Abstract Summary is attached. The Community
Services Department is recommending a contingency in the amount of $29,340 (10 %) to address
any work required as a result of unforeseen issues above or below ground. The total not to exceed
amount for Phase IV of this project is $322,740. Kasa Construction was also awarded Phase III —
Park Re- Establishment. Having the same contractor for Phases III and IV will provide for
continuity of work and a smooth transition between phases.
