SR - AGR-6467 - YORBA PARK LANDSCAPE RENOVATION PROJECT1. SUBJECT Agreement for Yorba Park Landscape Renovation project Bid No. 167 -25 and appropriation of Park Development Revenue to the Yorba Park Renovation Capital Improvement Project. 2. SUMMARY 7�1 The agreement provides Phase III Park Re- Establishment improvements at Yorba Park. These improvements will drastically enhance the aesthetics and functionality of the park. This work will follow Phase I Grading Operations and Phase H Orange County Waste and Recycling's project to replace the existing vapor extraction system, pursuant to the November 2015 Settlement Agreement with the County of Orange. Park Development Revenue is being appropriated to fully fund the project. 3. RECOMMENDED ACTION 1. Transfer $337,139 from Fund 500.5011.56020.30135 (Yorba Park) to Fund 500.7021.56020.20135 (Yorba Park Renovation); 2. Appropriate $724,111 from unreserved Fund 510 (Park Acquisition - Infill) to 510.7021.56020. 20135 (Yorba Park Renovation); 3. Appropriate $80,000 from unreserved Fund 511 (Park Acquisition and Development - Quimby) to 511.7021.56020.20135 (Yorba Park Renovation); 4. Reject STL Landscape, Inc.'s proposal as non - responsive, as determined by staff; and 5. Approve agreement with KASA Construction, Inc., the apparent low bidder, for an amount not to exceed $1,141,250 and authorize the Mayor and City Clerk to execute on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 5.0: Provide recreational facilities and programs that adequately serve the needs of residents. Policy 5.1 Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND Background Due to settlement caused by the closed landfill at Yorba Park, the 8.5 acre site is being renovated. The project is comprised of four phases, to include Phase I Grading Operations and Phase H replacement of the vapor extraction system (to be completed by the County of Orange), both required pursuant to the November 2015 Settlement Agreement with the County of Orange. Per the Settlement Agreement, the City is required to level and grade the property to achieve proper drainage for the landfill site (Phase I). At the completion of that effort, the County is required to replace the aging vapor extraction and monitoring system (Phase II). Also per the Settlement Agreement, the County is assuming responsibility for oversight and management of the methane monitoring system. The Phase I Grading Operations is underway, with completion expected in May. The County's Phase H vapor extraction system upgrades will occur subsequently and be completed in 30 to 60 days. Upon the completion of the County's portion of the project, and approval of the proposed agreement herein, Phase III Park Re- establishment is anticipated to begin this summer. ITEM 2 4/11/2017 Phase IV of the overall project will be the demolition of the existing restroom/snack bar structure and installation of a new restroom/storage building. Design and construction documents for Phase IV are currently being prepared and staff will present a recommendation of award for this phase in May or June. The current cost estimate for Phase IV is $350,000. Discussion Phase III Park Re- establishment includes installation of all new irrigation, fencing, turf, trees and re- establishment of the Orange Dog Park. The re- established dog park will result in a slightly larger and different configuration with the following enhancements: black vinyl fencing, new water stations, and a permanent interior dividing fence in the large dog park which will provide for closure of each separate area to allow for rest and regeneration of turf. The completion of Phase III Park Re- Establishment will result in a drastically improved park site, both aesthetically and functionally. Phase III improvements include: • All new irrigation, including weather -based central controls (Calsense) • Drought tolerant turf (kikuyu grass) with sod in the Dog Park and stolon establishment in passive area • Trees (up to twenty -five as soil levels allow) • Drought tolerant shrubs around the perimeter of the park and Dog Park • Benches • Picnic tables • Decomposed granite path to the Santiago Creek Bike Trail (SCBT) • Drinking fountains for dogs and people (including one at the SCBT access, all with bottle fillers) • Black vinyl fencing for the Dog Park • Decorative entry planters • LED parking lot lighting • Lighted flag pole • Lighted monument sign Bid No. 167 -25 was advertised on January 26, 2017 and six bids were received on February 23, 2017. A Bid Abstract Summary is attached. The lowest bid from Horizon Construction Co. was withdrawn by the bidder. The next lowest bidder, STL Landscape, Inc., did not submit a complete bid package and was deemed non- responsive. The third lowest bid by Kasa Construction, Inc. for the amount of $1,037,500 is therefore the lowest responsible bid and is being recommended for award of bid for this project. The amount of the proposed agreement with Kasa Construction includes a 10% contingency of $103,750 for a total not to exceed amount of $1,141,250. The proposed award amount is below the estimated $1.5 million project cost for Phase III work. ITEM 3 4/11/2017 A portion of County of Orange settlement fees received last year, along with Park Development Revenue (both Infill and Quimby) will be used to fund this agreement. Settlement funds appropriated to the Yorba Park Renovation Project in December 2016 in the amount of $337,139 is being recommended for transfer from budget activity 5011 (Public Works Department) to budget activity 7021 (Community Services Department) to fund Phase III Park Re- Establishment improvements. The gap between settlement funds ($337,139) and Phase III project costs of $1,141,250, will be funded by Park Development Revenue (Funds 510 and 511), in the combined amount of $804,111. It is anticipated Phase IV Replacement of the Restroom/Storage Building will also need to be funded through unreserved Park Development Revenue. Below is a summary of projected total project costs.
