7. DISCUSSION and BACKGROUND
On October 11, 2016, the City Council voted to install 3 -hour time limited parking (8 a.m. to 8
p.m.) on North Shattuck Place as part of an appeal to the Traffic Commission's decision on the
matter. City Council also directed staff to report on the status of the parking along North
Shattuck Place and any impacts from the installation of the time limited parking after 6 months.
As shown in the attached site sketch, 100 feet of 3 -hour time limited parking was installed on the
east and west side of North Shattuck Place as requested by the property owners at 853 and 840
North Shattuck Place.
To prepare the 6 month status report, Traffic Division staff revisited North Shattuck Place and
conducted a number of parking occupancy studies during the month of February and March
2017, the results of which generally show an overall reduction in the number of cars parking
along North Shattuck Place throughout the business day. The April/May 2016 parking occupancy
study indicated an average 57% occupancy of available on- street parking, with the
February/March 2017 parking occupancy averaging about 50% occupancy of overall available
spaces. Additionally, Traffic Division staff has not received any complaints from the businesses,
residents, or the church regarding parking along North Shattuck Place since the installation of the
3 -hour time limited parking.
