SR - - PURCHASE OF LED TRAFFIC SIGNAL INDICATIONS AND PEDESTRIAN MODULES1. SUBJECT Purchase of Light Emitting Diode (LED) traffic signal indications and pedestrian modules through a cooperative purchasing agreement. 2. SUMMARY The purchase of LED traffic signal indicators and pedestrian modules will initiate a multi -year Citywide program to replace existing indications to ensure reliable and continuous signal operations. The purchase will be procured through a cooperative agreement with the County of Riverside for traffic signal equipment from JTB Supply, Inc. 3. RECOMMENDED ACTION Authorize the purchase of LED traffic signal indications and pedestrian modules from JTB Supply, Inc. in an amount not to exceed $51,000. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.3: Continue to design, install, and maintain signals, signage, street lights, and traffic control devices within rights -of -way. 7. DISCUSSION and BACKGROUND The City of Orange upgraded to LED traffic signal indications (red, yellow and green) and pedestrian modules as part of the Edison rebate program offered about 15 years ago to local jurisdictions throughout Southern California. All 157 traffic signal controlled intersections are operating with energy saving LED technology, however, these intersections are mostly the original installations which have now far exceeded their useful life. Replacement of the indications has generally occurred in a piecemeal fashion as resources became available. Included in the FY 17 budget, the City is now funding a multi -year LED replacement program to change out aged and failing indications to improve reliability and continuous traffic signal operations. To purchase the replacement LED indications, the City will be entering into a cooperative purchasing agreement with the County of Riverside. The County of Riverside bid the purchase of LED indications for their own replacement program, and awarded a contract to JTB Supply Company, Inc. (JTB), the lowest responsive bidder. JTB is extending the prices to the City of Orange with no additional costs or surcharges. This first phase of the project will provide for the replacement of LED signal indications and pedestrian indications at nineteen intersections. The labor required to complete the installation will be bid and awarded by the City in a separate contract. The first phase of this project is scheduled for completion by September 2017. The City Council is authorized to approve the procurement of certain materials, supply, or equipment pursuant to Section 3.078.290 of the Orange Municipal Code when the Purchasing Officer authorizes the use of any agreement involving the acquisition of materials, supply, or equipment through a cooperative purchasing provision with another government entity. 8.
