2. SUMMARY
Bids for the Heim Avenue at Canal Street Storm Drain Improvements, FY 17 were received and
opened on March 30, 2017. Ten bidders responded to the Notice Inviting Bids. The apparent
low bidder is Vido Samarzich Inc. of Alta Loma, California in the amount of $99,018.
3. RECOMMENDED ACTION
Award the contract to Vido Samarzich Inc. of Alta Loma, California in the amount of $99,018
and authorize the Mayor to execute and the City Clerk to attest the contract on behalf of the City.

7. DISCUSSION and BACKGROUND
The informal bid proposal solicitation was advertised on March 15, 2017 for a period of two
weeks, and bids were opened on March 30, 2017. Ten bidders submitted proposals as follows:

The existing storm drain system located on Canal Street just north of Heim Avenue, has failed
due to corrosion. The existing system was constructed in 1962. This contract will remove and
replace the existing system with a polymer coated CMPA to restore functionality and extend the
service life of the system. Construction is scheduled to begin in the spring of 2017 and is
expected to be completed within 30 calendar days.
The proposed sewer replacement is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15282 "Other Statuary
Exemptions" (k) and Section 15302 "Replacement or Reconstruction" (c). The Notice of
Exemption has been filed with the County Recorder's Office.
