SR - AGR-6465 - ROOF COATING AT MAIN LIBRARY1. SUBJECT Award of contract for Bid No. 167 -32, SP -3992; Roof Coating at Main Library. 2. SUMMARY The bids for the Roof Coating at Main Library were received and opened on March 23, 2017. Four bidders responded to the Notice Inviting Bids. The apparent low bidder is Wiltshire Urethane Foam Co., of San Dimas, CA for $97,805. The engineer's construction estimate was $87,750. 3. RECOMMENDED ACTION 1. Authorize the appropriation of $10,000 from the Capital Projects (Fund 500) unreserved fund balance to expenditure account number to 500.5011.56020.20269, Building Main Library Roof; and, 2. Award the contract in the amount of $97,805 to Wiltshire Urethane Foam Co., and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. DISCUSSION and BACKGROUND This project consists of applying a coating to the roof of the east side of the Main Library along Chapman Avenue. A minimum of 1.5" of foam will be placed over the existing asphalt sheet roof of the original portion of the Main Library. The Main Library roof has been leaking and there is concern for potential damage to books, supplies, and equipment. Public Works staff has assessed the roof condition and is recommending an effective remedy to eliminate leaks. Further, the project scope will utilize an economical design alternative using a Polyurethane Foam Roof System that will remedy existing roof leaks and extend the life of the roof. This alternative is a more cost effective solution than a complete removal and replacement of the existing roof system. This application will extend the expected service life of the roof by at least ten years. The existing roof has no insulation and a thicker and stronger polyurethane foam coat will add needed insulation, remedy leaks by providing waterproofing, and strengthen the structure of the roof. Due to the lowest bid received more than available funding, an additional $10,000 appropriation is requested from the Capital Improvements unreserved fund balance. The bid solicitation was advertised on March 2, 2017 for a period of three weeks. Bids were opened on March 23, 2017. The four bids received are as follows: 1) Wiltshire Urethane Foam Co., San Dimas, Ca $ 97,805 2) Best Contracting Services, Inc., Gardena, Ca $ 100,620 3) Universal Coatings, Inc., Fresno, Ca $ 160,520 4) Brazos Urethane, Fresno, Ca $ 176,840 Construction is scheduled to begin in late May 2017 and is expected to be completed within twenty calendar days barring any weather delays. 8.
