2. SUMMARY
Four bids for the Annual Water Main Renewal Project (W -676) were received and opened on
March 30, 2017. The apparent responsive low bidder is Big Ben, Inc. in the amount of
$3,260,836.
1 3. RECOMMENDED ACTION
Award a contract in the amount of $3,260,836 to Big Ben, Inc. and authorize the Mayor and the
City Clerk to execute on behalf of the City.

7. DISCUSSION and BACKGROUND
The Annual Waterline Renewal project will replace approximately three miles of existing water
mains on Gayle St., Oceanview St., San Carlos Ave., San Alto Ave., San Alano Ave., Baldwin
Ave., San Bruno Ave., Butterfield Rd., Skywood St., Sheri St., Fairbairn St., Bixby Ave., Palm
Ave., Lincoln Ave., and Tustin St. These water mains were constructed in the early 1960's and
are aging due to corrosive soil. They are undersized per current standards and are requiring more
maintenance. Some segments of the existing water mains in this area were identified in the
Water Master Plan for replacement and are recommended to be brought up to current waterline
standards to better facilitate current fire flow standards. The existing cast iron water mains will
be replaced with PVC pipe (C900) due to the corrosive soil conditions in the area. The new
water mains will provide more reliable water service and fire protection to the residents in the
area.
In general, the scope of work consists of utility potholing, installation of approximately 16,190
feet of new water mains, new water meters, lateral services, fire hydrants, valves, fittings, and
other appurtenances in accordance with current water standards.
The engineering estimate for construction costs for this project is $3,800,000. Construction is
anticipated to begin in May 2017 with completion in May 2018. This project is statutorily
exempt from the California Environmental Quality Act (CEQA) (CEQA Guidelines Section
15282(k).
The City Council previously approved advertisement for bids on October 11, 2016. The bids
were received and opened on March 30, 2017. Four bidders responded as follows:

Big Ben Inc. is the apparent responsive low bidder. Staff conducted reference checks with other
agencies including the City of Fullerton, County of Orange, Anaheim Union School District, and
City of Anaheim. All agencies contacted provided positive feedback and good reviews on the
performance of Big Ben Inc. They cited the ability of Big Ben Inc., to complete projects on
schedule and their familiarity with PVC pipe construction as reasons for their good rating.
Therefore, staff recommends that Big Ben Inc. be awarded the contract in the amount of
$3,260,836 for the Annual Water Main Renewal Project. Construction is scheduled to begin in
May 2017 and is expected to be completed within 300 calendar days.
