Bid No. 167 -03; SP -3857; Federal Highway Safety Improvement Program (HSIP) Pedestrian
Crossings Upgrade at fourteen Intersections, rejection of all bids.
2. SUMMARY
The bids for the HSIP Pedestrian Crossing Upgrade at fourteen Intersections Project were
received and opened on March 16, 2017. Nine bidders responded to the Notice Inviting Bids.
The lowest bid of $280,660 from L.A. Traffic Signal Transportation Inc. was higher than
available construction funding. Staff recommends rejection of all bids and requests authorization
to re- advertise the project with a reduced scope of work.

7. DISCUSSION and BACKGROUND
The City Council approved authorization to advertise the project for construction bids on August
9, 2016, contingent on receipt of Caltrans' "Authorization to Proceed with Construction" (E76).
Caltrans eventually issued the E76 in January 2017. The bid solicitation was advertised on
February 22, 2017, for a period of three weeks, and the bids were opened on March 16, 2017.

With the low bid of $ 280,660 and the necessity to include 15% for contingencies and
construction engineering, the total project cost would be approximately $ 322,759, exceeding the
total construction funds of $250,000. Staff is recommending rejection of all bids and requests
authorization to re- advertise the project with a reduced scope of work. The upgrade to existing
sidewalk access ramps and painting of high visibility crosswalks will be removed to reduce costs.
The painting of visibility crosswalks will be added to the City's annual striping contract at a more
reasonable cost.
