SUBJECT Appropriation of$144,000 from Fiscal Year 2016-17 for City of Orange's funding cost for the new animal shelter. 2. SUMMARY In May 2016, the City Council approved the Participation Agreement which approved the cost of City's Share of the new Orange County Animal Care (OCAC) Shelter at$2.7 million. The City is committed to pay quarterly payments over a 10-year period for this obligation. 3. RECOMMENDED ACTION Authorize the appropriation of $144,000 in expenditure account 500.0000.52611.20357 from Capital Projects Fund(500)unreserved fund balance. 4. FISCAL IMPACT The appropriation will result in sufficient funds available to cover the payments for Fiscal Year 2016-2017 of$144,000. The remaining payments will be included in the budget process through the complete funding of the City's $2.7 million participation agreement. 5. STRATEGIC PLAN GOAL(S) 2a. DISCUSSION and BACKGROUND Since 1976, the City of Orange has contracted for complete animal services with the County of Orange. These services include animal care field services, special services, shelter services, and barking dog complaint services. In May 2016, the City entered into a 10-year Participation Agreement and accompanying Service Agreement funding construction of a new county-operated animal shelter. The terms of the agreement include the option for each city to pay its proportional amount of the new animal shelter costs upfront in a lump sum or paying it over a ten-year period at an interest rate of less than 0.77%. Lastly, no "new" city will be added to OCAC for three years to allow for appropriate sizing and establishing operational protocols for the new shelter. The County's total construction costs for the new shelter is $34.5 million. The cumulative 14 cities' portion is $27.3 million and the County is paying $7.2 million. Orange's share of the cities portion of costs represents 9.94% based on the number of client cities and the historic demand for services from the County. As such, the total amount owed by the City of Orange is $2.7 million with quarterly payments over a ten year period. Along with Orange, there are 14 cities (Anaheim, Cypress, Tustin, Santa Ana, Yorba Linda, San Juan Capistrano, Fountain Valley, Brea, Placentia, Fullerton, Lake Farest, Villa Park, and Huntington Beach) that are participating in the construction of the new Orange County animal shelter. At the Board of Supervisors' meeting on April 12, 2016, the Board approved an award to Snyder Langston L.P. for design and construction of a new OC Animal Care Facility. The project is a design build project and has completed some major milestones. Attachment I is the March 2017 Project Update with project details. Final completion of the project is scheduled for mid- December. The County is also in the process of hiring a Fundraising Consultant to help develop a marketing plan and conduct a capital campaign to provide additional funding for the animal shelter. 8.
