2. SUMMARY
This contract authorizes WLC Architects to perform Architectural design services for preparing a
bid schedule, plans, contract specifications, and construction support for the Fire Station 2
Apparatus Bay Project.
3. RECOMMENDED ACTION
Award the contract in the amount of $130,000 to WLC Architects and authorize the Mayor and
City Clerk to execute on behalf of the City.

Funds are budgeted and available in the following account:

6. GENERAL PLAN IMPLEMENTATION

public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -of-
way.
7. DISCUSSION and BACKGROUND
Staff is pursuing construction of a new 3 -fire truck fire apparatus bay/building on the east side of
Fire Station 2 located at 2900 E. Collins Avenue just west of Wanda Road in the City of Orange.
The apparatus bay will measure 76.5 by 70 feet in dimension and be of a height necessary to
accommodate City needs for the newer models of wider and taller emergency vehicles. There will
be no improvements to the existing Fire Station other than a connection from the new apparatus
bay building to the existing fire station building and, possibly minor aesthetic improvements (such
as paint, cleaning of signs, etc.) to match the new apparatus bay building. Landscaping, possibly
including mature trees, will be removed to accommodate new driveways. Replacement
landscaping will be necessary.
The apparatus bay will require on -site relocation of two 800 square foot existing metal storage
buildings, new driveways, a new on -site paved apparatus path of travel, modifications of the
existing traffic signal, relocation of a catch basin and utilities, and other onsite improvements in
support of the new apparatus bay. This design work is currently being prepared by a Civil and
Traffic Consultant and is not part of the architectural design services.
City staff requested proposals from five qualified architectural firms for the preparation of the
architectural and building plans, estimates, and specifications. Three proposals ranging in cost
from $148,649 to $179,449 were received, evaluated, and ranked as follows:

WLC Architects has successfully completed many projects for the Orange County Fire Authority
and many public agencies throughout Southern California with high quality and professional
standards. Staff from Public Works and Fire Department recommend awarding a contract to WLC
Architects. WLC Architects initial cost proposal was $175,000. City staff was able to negotiate
the fee down to $130,000.
Environmental Review
Categorical Exemption: The proposed project is categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1 —
Existing Facilities) because the apparatus bay building addition is less than 10,000 square feet in
an area where all public service and facilities are available, the expansion is permissible by the
General Plan and, the site and surrounding area is not environmentally sensitive. There is no public
review required.
