SR - AGR-5141.F.1 - PLAN REVIEW AND FIELD INSPECTION SERVICES1. SUBJECT
Two first amendments to existing consultant services agreements with Willdan Engineering and
Behrouz Azarvand, to provide plan review and field inspection services for the Building Division
of the Community Development Department.
2. SUMMARY
A primary goal of the Community Development Department is to provide transparent, timely, and
exemplary service to the community and those involved in the construction trade. Currently, the
Building Division has two vacant Combination Building Inspector positions and one vacant Plan
Check Engineer position, and is experiencing a record number of inspection requests. These two
contract amendments will continue to augment our existing staff with the use of professional
consultants for the next few months, while maintaining service levels.
3. RECOMMENDATION
1. Approve and authorize the Mayor and City Clerk to execute an amendment to an existing
consultant services agreement with Willdan Engineering, not to exceed an additional $68,400, for
a total contract amount of $98,400.
2. Approve and authorize the Mayor and City Clerk to execute an amendment to an existing
consultant services agreement with Behrouz Azarvand, not to exceed an additional $40,000, for a
total contract amount of $70,000.

Funds in the amount of $108,400 are available in account 100.6031.51780.00000, Building
Inspection — Other Contractual Services.

7. DISCUSSION and BACKGROUND
There continues to be a need to utilize the services of professional consultants to assist staff with
the plan review and inspection of structures for compliance with local ordinances and State laws
pertaining to the building code. The Building Division has two vacant Combination Building
Inspector positions and one vacant Plan Check Engineer position, and a recruitment is underway
for the two vacant Combination Building Inspector positions. In addition to the staff vacancies,
the City is experiencing a high volume of development activity that has increased the number of
inspection requests to record levels. The proposed amendments to the agreements with Willdan
Engineering and Behrouz Azarvand will assist staff during this busy period while the Building
Division is not fully staffed.
Staff recommends approval of the first amendments to consultant services agreement with Willdan
Engineering and Behrouz Azarvand.
