SR - - APPROPRIATION OF BOARD OF STATE AND COMMUNITY CORRECTIONS LOCAL ASSISTANCE FUNDING1. SUBJECT Appropriation of fiscal year 2016 -2017 (FY17) Board of State and Community Corrections (BSCC) Local Assistance funding mandated by the state. 2. SUMMARY The State of California Budget Act of 2016, allocates $20 million to city police departments to increase positive outcomes between municipal law enforcement and high -risk populations in each county. The eligible allocation amount awarded to the County of Orange is approximately $1.27 million, of which $57,088.09, is allocated to the City of Orange. New provisions have been added to ensure all available resources are maximized and designated towards high -risk population initiatives. 3. RECOMMENDATION 1. Accept into the City's revenue budget $57,088.09 from BSCC Local Assistance funding, into revenue account 100.4011.45320.20355, BSCC Local Assistance 16 -17; and 2. Authorize the appropriation of $28,544.09 into expenditure account 100.4011.50221.20355, Overtime — BSCC Local Assistance 16 -17; and 3. Authorize the appropriation of $28,544.00 into expenditure account 100.4011.55131.20355, Equipment — BSCC Local Assistance 16 -17. 4. FISCAL IMPACT Upon appropriation, funds will be available to cover the cost of overtime services and equipment as follows: 100.4011.50221.20355 Overtime — BSCC Local Assistance 16 -17 $28,544.09 100.4011.55131.20355 Equip. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the- art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND As part of the 2011 State Budget Act, the BSCC was established effective July 1, 2012. The BSCC assumed the previous functions for the Corrections Standards Authority, as well as other public safety programs previously administered by the California Emergency Management Agency. The steady erosion of funding for city police agencies over the course of several years created a significant impact on local communities. To help mitigate these cuts, $20 million in BSCC Local Assistance funding was appropriated in the Budget Act of 2016; Orange County agencies were allocated approximately $1.27 million to increase positive outcomes between law enforcement and high -risk populations. Awards were determined based on an even split option between small and large departments. BSCC funds will allow the Department to attain the following: • Crisis intervention and mental health training for officers in support of homeless outreach • Participation in a soccer camp in support of the youth diversion program • Participation in curfew sweeps and enforcement suppression programs • Purchase of tablets for City departments to document and track graffiti in support of gang prevention programs In addition, agencies receiving funds agree to provide data on the number of use -of -force incidents, new program teams, training services, and equipment purchases. The City's FY17 allocation amount is $57,088.09 and will be appropriated to overtime and equipment expenditure accounts for future use. 8.
