Agreement to provide landscape and irrigation design and construction documentation for the
Santiago Hills Assessment District.
2. SUMMARY
This agreement provides plans and specifications for water - saving landscape improvements in the
Handy Creek Paseo greenbelt area of the Santiago Hills Assessment District.
3. RECOMMENDED ACTION
Approve agreement with RHA Landscape Architects Planners, Inc. for an amount not to exceed
$21,884.50 and authorize the Mayor and City Clerk to execute on behalf of the City.

7. DISCUSSION and BACKGROUND
Background
The Santiago Hills Landscape Assessment District (District) comprises over 32 acres of landscape,
lighting, and other infrastructure maintained by the City under service agreements. Funds
supporting the maintenance of the District landscape and other infrastructure are derived from an
annual assessment of property owners within the District.
In June, 2015 property owners in the District approved a ballot measure to increase the landscape
assessment to address rising maintenance costs and to gradually make improvements to the
outdated and inefficient landscape and irrigation throughout the District as Capital Funds
accumulate over time. The Community Services Department conducted a community workshop
meeting at which residents of the Santiago Hills Community were presented with a conceptual
plan for the renovation of the Handy Creek Pasco landscape. The concept was well received by
the community at large, and all community input was recorded in order to develop a plan for phased
implementation as funds are available. Following the passage of the increased landscape
assessment, the City formed a Santiago Hills Community Liaison Committee to ensure
neighborhood input in decisions regarding landscape improvements, maintenance and budgetary
priorities for the District. At the October 2015 meeting, the Liaison Committee assisted City staff
in identifying priority areas for landscape renovations. It was established that the main entry point
into the community at the Handy Creek Paseo from Chapman and Newport to White Oak Ridge
was a priority. District funds are now available to start implementation. As such, staff prepared a
Request for Proposals (RFP) to provide construction documents, plans and specifications for the
Handy Creek Paseo project, based on the approved conceptual plan.
Discussion
The Community Services Department sent out proposals to develop and prepare construction
documents, plans and specifications for the Handy Creek Paseo project based on the approved
conceptual plan. Proposals were received on December 15, 2016 from six (6) qualified consultant
firms. Proposals ranged from $19,895 to $88,600. The Community Services Department is
recommending a consultant services agreement with RHA Landscape Architects Planners, Inc

(RHA). RHA had the lowest cost and reference checks came back with very positive feedback
from clients who claimed that RHA did great work and completed their work on time. The City of
Orange also contracted with RHA for the Yorba Park Landscape Renovation project and has been
very satisfied with their work product. The Yorba Park contract value was $23,655. This combined
with the proposed $21,884.50 exceeds $30,000 and requires City Council approval.
RHA's scope of work for the Handy Creek Paseo project includes design development of the
existing conceptual landscape plan, and preparation of bid -ready plans and documents; including
planting and irrigation plans, notes and specifications, which will be bid in phases.
The amount of the proposal received from RHA is $19,895. The agreement provides for a
contingency amount of up to 10% ($1,989.50) for a total contract amount not to exceed $21,884.50.
Upon approval of the agreement, RHA will complete this work during the month of May 2017.
Construction of the Paseo will occur in phases as funding becomes available, with construction of
the first phase anticipated to begin late 2017.
