Authorize the purchase of a DUI Trailer from Nappi Fabrication Designs as a sole source vendor.
2. SUMMARY
The Office of Traffic Safety (OTS) has authorized the purchase of a DUI Trailer for the Police
Department's Traffic division. The current DUI Trailer has experienced excessive wear and is due
for replacement.
3. RECOMMENDATION
1. Approve a sole source purchase of a DUI Trailer from Nappi Fabrication Designs in an amount
not to exceed $35,000.

Funds are budgeted and available to cover the cost of a DUI Trailer as follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
In September of 2016, the City Council accepted into the City's revenue budget a $310,000 grant
from OTS, of which $35,000 has been designated towards the purchase a DUI Trailer as described
in Schedule B of grant number PT 1785. The existing trailer purchased in 2005, has experienced
excessive wear and is now due for replacement.
OTS grant funds are used to mitigate traffic safety deficiencies to effectively enforce traffic related
laws. The objectives of the grant are to reduce injury and fatal traffic collisions. The funds are
used for overtime costs associated with traffic enforcement programs and equipment purchases
required to perform grant activities. DUI trailers are designed to operate as a mobile operations
center used to transport equipment and safeguard officers during checkpoints. The trailers are
specialty vehicles that provide greater flexibility, custom design for the equipment they carry, and
are used for traffic safety purposes only.
At Nappi Fabrication Designs, they manufacture police trailers with a heavy -duty frame designed
to withstand uneven weight distribution attained during the storage and transportation of
equipment. A custom work area is designed to accommodate an office space and to meet
equipment storage needs. This unique design is necessary to make the trailer a more manageable
space while also maintaining the structural integrity of the vehicle. Nappi Fabrication Designs is
a local company that specializes in these specifications and construction standards, which are
required in order to maintain safety, perform warranty repairs, and extend the life cycle of the
vehicle. The Police Department is requesting approval of the sole source purchase of a DUI Trailer
from Nappi Fabrication Designs in an amount not to exceed $35,000.
