Consultant Services Agreement between the City of Orange and IBI Group, Inc. (IBI) to perform
a parking study of Uptown Orange.
2. SUMMARY
Approval of a Consultant Services Agreement between the City of Orange and IBI to perform a
parking study of Uptown Orange /Outlets at Orange area to determine parking adequacy and
recommend parking management best practices and potential capital improvements. Two thirds
of the cost will be funded by the two primary property owners in the area.
3. RECOMMENDATION
I. Approve the Consultant Services Agreement with IBI in an amount not to exceed $75,000;
and,
2. Authorize the Mayor to execute and the City Clerk to attest to the Consultant Services
Agreement with IBI.
4. FISCAL IMPACT
Simon Mills and Greenlaw Partners have agreed to provide $25,000 each in funding for the
parking study. Sufficient funds are available in the following account for the City's $25,000
portion of the funding:

7. DISCUSSION and BACKGROUND
BACKGROUND
Uptown Orange is a vibrant mix of commercial, office, restaurant, hotel, and residential uses
centered on the Outlets at Orange outlet mall. With all tenant space leased in the office buildings
and mall, the addition of new housing units in the area, and continued expansion of the mall,
there is a concern that existing parking facilities do not have the capacity to meet future demand.
After several discussions with Simon Mills and Greenlaw Partners regarding current and future
parking challenges, it was agreed that a joint parking analysis would be conducted. City staff
worked with Simon Mills and Greenlaw Partners to prepare a Request for Proposals (RFP) for a
comprehensive parking study principally for the area bounded by Chapman Avenue to the 22
freeway, and The City Drive to Lewis Street.
Below is a summary of the Scope of Services:
Data Collection Inventory all parking spaces, operating hours, and parking prohibitions; collect
occupancy counts, and prepare an analysis of typical parking demand/occupancy.
Parking Analysis Assess existing parking conditions, provide a detailed description of parking
adequacy; estimate future parking demand; and develop recommendations for best management
practices and potential capital improvements with cost estimates.
Documentation Prepare a report to be submitted to the City of Orange.
Meetings Meet with staff and area stakeholders.
DISCUSSION
Staff received five responses to the RFP, and each response was evaluated by Simon Mills,
Greenlaw Partners, and City staff. Based on these evaluations, the three entities selected 113I to
conduct the parking study. The proposed Consultant Services Agreement is for $75,000 however,
the City's portion of costs is $25,000. Simon Mills and Greenlaw Partners have both agreed to
contribute $25,000 for the parking study. If approved by City Council and funded by the three
participating entities, the study would be completed in approximately four months and provide an
accurate picture of current and future parking adequacy in the study area along with a menu of
options to improve parking management as well as potential capital improvements with cost
estimates.
It is recommended that the City Council approve the Consultant Services Agreement with IBI.
