SR - AGR-6439.1 - PLANNING CONSULTANT SERVICES1. SUBJECT A First Amendment to Consultant Services Agreement with Moore, Iacofano, Goltsman, Inc., a private planning consultant firm, to provide current and advance planning assignments and prepare planning studies and reports. 2. SUMMARY The goal of the Planning Division is to provide quality professional planning services. The proposed agreement will be used to augment our existing staff with the use of a professional planning consultant. This amendment is necessary to allow the planning consultant to complete ongoing projects taken on during a period of unprecedented activity at the planning counter and a high volume of planning applications. The proposed agreement does not exceed $45,000, and is available in the Current Planning budget. 3. RECOMMENDED ACTION Approve and authorize the Mayor and City Clerk to execute the professional service agreement with Moore, Iacofano, Goltsman, Inc., not to exceed $45,000. 4. FISCAL IMPACT Funds are available in the following account of the Current Planning Division's budget: 100.6021.51670.00000 — Other Professional and Consulting Services. 1 5. GENERAL PLAN IMPLEMENTATION Economic Development Element Goal 3.0: Encourage economic development efforts through outreach and maintenance of a proactive business environment. 7. DISCUSSION and BACKGROUND Our Planning Division continues to see an unprecedented level of activity. Counter visits in calendar year 2016 hit a near record of 5,742 and we received 116 development applications. During this recent increase in development activity, the City has relied on planning consultant support to increase our capacity to process planning applications. The proposed First Amendment to Consultant Services Agreement with Moore, Iacofano, Goltsman, Inc. (MIG) will allow the planning consultant to complete projects that are already underway and there is no plan to give new projects to the planning consultant. The Current Planning Division is exploring creative staffing solutions to discontinue the use of a planning consultant while maintaining a high level of customer service, processing applications in a timely manner, and allowing staff the time to assist our applicants through the entitlement process. 8.
