A five year agreement with Califa Group (Califa) to provide enhanced Internet service to all
library facilities, and provide fiber -speed network connectivity to the El Modena Branch Library.
2. SUMMARY
Califa will act as administrator to provide enhanced Internet and data services to library users
through the California Research and Education Network (CaIREN), the state -wide, high speed
fiber network. Library users and staff will enjoy much faster data connections via the fiber
network, and rates for services will be discounted via the California Teleconnect Fund (CTF) and
e -Rate discounts.
13. RECOMMENDATION
Approve the five -year Agreement with Califa to provide Internet and data services through
Ca1REN, and authorize the Mayor and City Clerk to execute the agreement on behalf of the City.
4. FISCAL IMPACT
The full annual cost is $22,956 and, several months later, the City will receive a rebate of
$18,365 from CTF and e -Rate discounts; a net cost of $4,590. This cost is 70% less than the
current Time Warner /Spectrum cost.
Costs will be incurred when the network goes live, in Spring 2018. Funding will be identified in
the FYI 8 budget process.

ensuring that it becomes the premier information and learning resource for the City to meet the
needs of Orange's growing and diverse population.
7. DISCUSSION and BACKGROUND
The California State Library is promoting an initiative to provide all California public libraries
with gigabyte level Internet access.
The Corporation for Education Network Initiatives in California (GENIC) operates CaIREN, a
non - commercial, high- bandwidth, high- capacity fiber -optic network specially designed to meet
the network - intensive requirements of universities. CaIREN has set the Internet service standard
for educational institutions and libraries at the Gigabyte (GB) level. CaIREN already provides
California's research universities, state universities, community colleges, and K -12 schools with
Gigabit connections to the Internet.
This is the third and final year to participate in this program. Orange County libraries who have
recently agreed to participate include: Buena Park, Huntington Beach, Mission Viejo, Newport
Beach, Placentia, and Yorba Linda.
The California State Library has selected Califa (a non - profit library membership consortium) to:
1. administer the broadband initiative,
2. secure CTF and e -Rate discounts on data circuits on behalf of libraries, and
3. negotiate with CENIC to extend Internet services to public libraries in the state.
Currently, patrons at the Main Library and Taft Branch Library receive 20 Mb Internet services
from Time Warner /Spectrum. Patrons of the El Modena Branch Library receive 50 Mb

connectivity via point -to -point wireless antennas. These speeds, provided at an annual cost of
$14,820, are considered inadequate for Library services that include over 100,000 public internet
computer sessions and over 30,000 wireless internet connections over the last year.
Through the partnership with Califa, the Library would increase Internet service to 1 GB for all
locations. Patrons will be able to more efficiently access information and services that are being
increasingly delivered over the Internet, and fiber -speed connectivity that would otherwise be
cost prohibitive, will be made available to every library branch. Access to Ca1REN could be
available as soon as Spring 2018.
The City will pay the full annual cost of $22,956 and, several months later, will receive a rebate
of $18,365 from CTF and e -Rate discounts, a net cost of $4,590. This will result in a 70%
decrease in cost in comparison to Time Warner /Spectrum.
