Request to reclassify several Library Page and Library Clerk positions.
2. SUMMARY
The City Council is requested to approve the reclassification of a full -time Library Page to a full -
time Library Clerk; a 20 -hour Library Clerk to a 20 -hour Library Page; and a 19 -hour Library
Clerk to a 19 -hour Library Page.
3. RECOMMENDATION
1) Approve the reclassification of a full -time Library Page position as a full -time Library Clerk
position.
2) Approve the reclassification of a 20 -hour Library Clerk position to a 20 -hour Library Page
position.
3) Approve the reclassification of a 19 -hour Library Clerk position to a 19 -hour Library Page

4. FISCAL IMPACT
No fiscal impact to Fiscal Year 2017 (FYI 7) due to salary savings from retirements effective
January 7, 2017. There will be no change to the number of Full Time Equivalent (FTE)
positions. A net increase to salaries and benefits of approximately $1,200 will be reflected
during the Fiscal Year 2018 (FYI 8) budget process.

needs of residents through the provision of library resources.
5.1 Continue to expand, coordinate and modernize the City's public library system, ensuring that
it becomes the premier information and learning resource for the City to meet the needs of
Orange's growing and diverse population.
7. DISCUSSION and BACKGROUND
The Library continues to evaluate current staffing and resources to ensure critical service areas
are covered under the Library Service Delivery Model for expanded hours. As the Library Page
is only an entry -level position, the Library requests to reclassify its full -time Library Page
position (Salary and Benefits: $52,638) to a full -time Library Clerk position (Salary and Benefits:
$66,762).
The Library requests to retain overall Library Page coverage through the reclassification of a 20-
hour Library Clerk position (Salary and Benefits: $33,601) to a 20 -hour Library Page position
(Salary and Benefits: $25,319), and the reclassification of a 19 -hour Library Clerk position
(Salary: $17,838) to a 19 -hour Library Page position (Salary: $13,134).
There will be no fiscal impact in FY17 due to salary savings from retirements effective January
7, 2017. There will be no change to number of FTE positions. A net increase to salaries and
benefits of approximately $1,200 will be reflected during the FY 18 budget process.
This full -time Library Clerk will provide essential public desk coverage and excellent customer
service to library patrons. A full -time position in Library Lending Services is also a necessary
component of the Library's succession plan to train, mentor, and prepare staff for leadership
roles. Due to recent recruitments to fill Library vacancies, the City maintains an active list of
qualified candidates for these reclassified positions. The Library is currently holding several
vacancies open in order to accommodate these reclassified positions, so recruitment for these
positions would begin immediately after City Council approval.

3.10 Final Contract Change Order for Agreement No. 6379, Bid No. 156 -45; Reservoir 2
Paving Project (W -675). (A2100.0; AGR -6379)
ACTION: 1) Authorized the appropriation of $12,186 from the water fund unreserved fund
balance to Account No. 600.8041.53830.00000, Asphalt Products; and 2) Approved Final
Contract Change Order in the amount of $12,186 to Hardy & Harper, Inc. for additional
cost.
3.11 Final Acceptance of Bid No. 156 -47; Collins Avenue Storm Drain Improvement
Project performed by Grbcon, Inc.; and authorization to file the Notice of Completion
with the County Recorder. (No staff report required.)
ACTION: Accepted public work improvements, authorized release of SureTec Insurance
Company of Texas Bond No. 4409025 in the amount of $234,530.00 to the contractor on
said job; and authorized the Mayor and City Clerk to execute the Notice of Completion.
QUITCLAIMS
3.12 Quitclaim of an old Santa Ana Irrigation Company (S.A.V.I.) easement at 2935 E.
Walnut Avenue. (D4000.0)
ACTION: Authorized the Mayor and City Clerk to execute a Quitclaim Deed to the
property owner, GS Home Services, LLC, for the S.A.V.I. easement located at 2935 E.
Walnut Avenue.
