2. SUMMARY
This S.A.V.I. easement has been abandoned for many years and has been offered to the property
owners for their private use.
3. RECOMMENDED ACTION
Authorize the Mayor and City Clerk to execute a Quitclaim Deed to the property owner, GS
Home Services, LLC, for the S.A.V.I. easement located at 2935 E. Walnut Avenue.

7. DISCUSSION and BACKGROUND
The sale of the City owned property at 2935 E. Walnut Ave was approved in the December
Council meeting. The buyer requested the vacation of the SAVI easement prior to the sale of the
property. Now the escrow has closed, staff is processing the quitclaim for the property owner.
The S.A.V.I. Company was formed in 1877 to convey water to serve the farmers of Orange and
surrounding communities. In 1975 the company was dissolved and its interests were conveyed
to the City of Orange. There are approximately 283,370 linear feet (53.67 miles) of known
S.A.V.I. pipelines in Orange. Some of the larger pipelines have been incorporated into our
present storm drain system. The Public Works Department has reviewed the S.A.V.I. system to
determine which portions could be reused for future storm drain projects and prepared a list of
facilities deemed to be "no longer needed ". It has been past policy of the City to quitclaim
unneeded pipelines and easements to the underlying property owner when requested.
The S.A.V.I. easement at 2935 E. Walnut Avenue is listed as no longer needed for City purposes
and will not be needed in the future. The owner of the property, GS Home Services, LLC, has
requested the quitclaim of the S.A.V.I. easement.

ACTION: 1) Authorized the appropriation of $12,186 from the water fund unreserved fund
balance to Account No. 600.8041.53830.00000, Asphalt Products; and 2) Approved Final
Contract Change Order in the amount of $12,186 to Hardy & Harper, Inc. for additional
cost.
3.11 Final Acceptance of Bid No. 156 -47; Collins Avenue Storm Drain Improvement
Project performed by Grbcon, Inc.; and authorization to file the Notice of Completion
with the County Recorder. (No staff report required.)
ACTION: Accepted public work improvements, authorized release of SureTec Insurance
Company of Texas Bond No. 4409025 in the amount of $234,530.00 to the contractor on
said job; and authorized the Mayor and City Clerk to execute the Notice of Completion.
