Bid No. 167 -24; SP -3983; Community Development Block Grant (CDBG) Americans with
Disabilities Act (ADA) Wheelchair Access Ramps at Various Locations Project for fiscal year
2017 (FY17) — Approval of plans and specifications, authorization to advertise bids for
construction.
2. SUMMARY
Plans and specifications are complete and ready for the advertisement of bids for the CDBG-
funded ADA Wheelchair Access Ramps at Various Locations Project FY17. The total estimated
construction cost, including construction engineering administration, is $250,000 which includes
15% for contingency.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for the CDBG ADA
Wheelchair Access Ramps at Various Locations FY17.

17. DISCUSSION and BACKGROUND
This project will provide for the construction of approximately 50 ADA wheelchair access ramps
at various locations, City -wide. As part of this project, detectable warning surfaces (truncated
domes) will be installed per the American with Disabilities Act Accessibility Guidelines
(ADAAG) requirements.
The City receives CDBG funding from the U.S. Department of Housing and Urban Development
for activities that primarily benefit Low and Moderate Income Residents. Construction of ADA
compliant access ramps City -wide qualifies for CDBG funding because the ramps provide
assistance to the disabled residents who are considered to be Low Income.
The proposed project is categorically exempt from the provisions of the California Environmental
Quality Act (CEQA) under CEQA Guidelines Section 15301" Existing Facilities" Class 1 (c). The
Notice of Exemption is on file with the County Recorder's Office. The proposed project is also
categorically excluded from the provisions of the National Environmental Policy Act (NEPA)
under CFR 24 Section 58.35. Documentation of the exclusion determination is on file.
The project duration is 30 calendar days, and construction is scheduled to begin in February 2017.
