SR - BID-167-19 - ADVERTISE BIDS LEFT TURN PHASING SIGNAL MODIFICATION COLLINS AVE & BATAVIA ST AND CHAPMAN AVE & CANNON ST 1. SUBJECT Bid No. 167 -19; Approval of plans and specifications, and request authorization to advertise for bids two (2) Federal Highway Safety Improvement Program (HSIP) Left -Turn Phasing Signal Modification Projects 1) Collins Avenue at Batavia Street; and 2) Chapman Avenue at Cannon Street. 2. SUMMARY The plans and specifications for the construction of two (2) HSIP projects 1) Collins Avenue at Batavia Street; and 2) Chapman Avenue at Cannon Street have been completed. The project is ready to be advertised for bids. The total estimated construction cost including contingencies and construction engineering for the two projects combined is $545,000. 13. RECOMMENDED ACTION I Approve the plans and specifications, and authorize advertising for bids the HSIP Left -Turn Phasing Signal Modification projects: 1) Collins Avenue at Batavia Street; and 2) Chapman Avenue at Cannon Street. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.3: Continue to design, install, and maintain signals, signage, streetlights, and traffic control devices within rights -of -way. 7. DISCUSSION and BACKGROUND The traffic signal modification on Collins Avenue at Batavia Street will provide protected left - turn phasing for both the north -south and east -west approaches. On Chapman Avenue at Cannon Street, the protected left -turn phasing for the north -south approach will provide protected left turns on all approaches. The two projects were approved for funding under Cycle 6 of the Federal Highway Safety Improvement Program (HSIP). HSIP provides a maximum of 90% reimbursement for eligible project costs, while the local agency contributes the remaining 10 %. The purpose of the program is to reduce traffic fatalities and injuries on public roads by implementing infrastructure - related highway safety improvements. The addition of left -turn phasing will also improve the operational efficiency by assigning through and left -turn movements through the intersection, and enhance pedestrian safety. Stantec Consulting Services, Inc. has completed the preparation of plans, specifications, and estimates for the projects. The total estimated construction cost for the two projects including contingencies and construction engineering is $545,000, while the available construction funds are $549,300. The two projects are combined into one bid package to take advantage of the economies of scale, and ease of construction coordination with one contractor. The scope of work, in general, includes removal of existing and replacement with new signal poles, mast arms, luminaries (safety lighting), signal head indications, electrical service, illuminated street name signs, and concrete foundation; relocation of signal controller cabinet, and battery back -up system; installation of emergency vehicle preemption (EVP), new conduits and conductors; and construction of ADA compliant sidewalk access ramps. The work also includes pavement restriping on Batavia Street to provide left -turn lanes for the protected left - turn phasing. The new striping layout was designed to minimize impact on existing on- street parking, and will result to a net loss of only one parking stall. The projects are categorically exempt from the provisions of the 2016 CEQA Guidelines under Article 19. "Categorical Exemptions ", Section 15301 "Existing Facilities ", classifies this project as Class 1 (b) "Existing highways and streets... ". The categorical exemption applies to the 2 project because the installation of the protected left -turn phase is for safety and involves negligible or no expansion of the arterials' existing use. The Notice of Exemption has been filed with the County of Orange. The project will be advertised for bids upon receipt of Caltrans' approval of the Request for Authorization for Construction (E76) required per program guidelines. The E76 approval is anticipated by the end of February 2017. Construction is expected to be completed in the summer of 2017. 8.
