Purchase of network core switch for Civic Center through a Cooperative Agreement from
Sidepath, Inc. of Laguna Hills, CA
2. SUMMARY
A necessary update to the City's data center network core switch was identified for the Civic
Center. The existing core switch at Civic Center has reached end of life and should be refreshed.
I.T. Services considered Cisco, the manufacturer of the Civic Center's current network core
switch, as well as Brocade, the manufacturer of the Police Department's core switch. After staff
review, Brocade was selected as the best solution.
3. RECOMMENDED ACTION
Authorize the purchase of Brocade network core switch through a cooperative agreement from
Sidepath, Inc. of Laguna Hills, CA in the amount of $57,045.90.

7. DISCUSSION and BACKGROUND
The City's Civic Center core network infrastructure has reached its end of life and will no longer
be supported in the event of a failure. The City has been using core switching technology
provided by Cisco Systems and has a need to increase the network throughput as a result of
several recent technology additions. Upgrading the core network switch will increase network
throughput by a factor of ten and will also be configured to provide high availability in the event
of a switch failure. Video in particular for traffic and security systems will benefit greatly.
Information Technology Services has been transitioning the network infrastructure to Brocade
based on factors such as technical specifications, total cost of ownership, ease of configuration,
performance, and reliability. Brocade warranties and supports its products for the life of the
product plus an additional five years minimum at no additional cost. In 2014, I.T. Services
upgraded the Orange Police Department's network core to a Brocade solution and it has proven
to be a high performing and reliable network solution.
I.T. Services has a thorough working knowledge of how the existing infrastructure has been
deployed. Their experience and expertise will provide a smooth transition to the new switching
platform. I.T. Services will design a migration plan that will include removing the old switching
technology and installing the new Brocade solution while minimizing the downtime and impact
to City operations.
Sidepath, Inc. is the preferred partner with Brocade for this region and, as such, provided the best
price for procuring the hardware via State of California Participating Addendum No. 7- 14- 70 -01,
Western States Contracting Alliance - National Association of State Procurement Officials
(WSCA- NASPO) Master Price Agreement Number AR214. Purchases through cooperative
agreements are permitted under Orange Municipal Code 3.08.290. The cost for the project,
including tax, is $57,045.90.
