SR - - PURCHASE 11 VEHICLES FROM FORD OF ORANGE FOR FIVE DEPARTMENTS - VEHICLE PURCHASE1. SUBJECT Purchase of eleven miscellaneous service vehicles from Ford of Orange for five different City Departments in the amount of $347,441. 2. SUMMARY Purchase of eleven vehicles from Ford of Orange, located in Orange, CA through a Cooperative Purchasing Agreement (CPA). These vehicles are for Community Services, Community Development, Finance, Human Resources, Public Works Departments. 3. RECOMMENDED ACTION Authorize the purchase of two C -Max Hybrids, two Ford Explorers, one Ford Escape, three half -ton service trucks, two 1 -ton service body trucks and one cab - chassis vehicle from Ford of Orange for the amount of $347,441. 2. Authorize the City Manager to surplus the replaced vehicles. 14. ITEM 3. 1 12/13/16 6. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 2.0 Protect air, water, and energy resources from pollution and overuse. Policy 2.10: Work toward replacing existing City vehicles with ultra low or zero emission vehicles. At a minimum, new City vehicles shall be low emission vehicles as defined by the California Air Resources Board, except if certain vehicle types are not available in the marketplace. Public safety vehicles are exempted from this requirement. 7. DISCUSSION and BACKGROUND After review of the current vehicle replacement list, it was determined that eleven vehicles could be replaced using a CPA. These vehicles are on the approved vehicle replacement list in the FY 17. • Two Ford C -Max Hybrids for the Finance Department and the Human Resources Department, Risk Management Division. • One Ford Escape for the Community Development Department. • Two Ford Explorers for the Public Works Department • Two one -ton service body trucks for Community Services Department and the Public Works Department. • Three Ford F -150 Pickups for the Community Services Department • One Ford F -450, Cab and Chassis for the Community Services Department Vehicles being replaced were originally purchased from 1997 through 2003. The above eleven vehicles have been identified for replacement due to their high usage, high mileage, and increased repair costs. They are becoming difficult to keep operational and require additional oversight, attention, and maintenance. In conjunction with the Finance Department, the purchase of the eleven vehicles will be completed using a CPA with Irvine Ranch Water District, the City of La Verne, the City of Newport Beach and the County of San Diego. These purchase orders were issued to Ford of Orange within the last twelve months and are on file along with the bids in the City Clerk's Office. There are no additional costs or surcharges to be paid by the City of Orange to participate in this agreement. Ford of Orange is located in the City of Orange and qualifies for the "Local Bidder Preference ". Section 3.08.250 of the Orange Municipal Code provides that local bidders shall be granted a sales tax preference of one percent of the amount of that portion of the bid amount which is subject to sales tax (Ord. 12 -99). In addition to the purchase of these vehicles, safety lighting and some communications outfitting is needed. The Public Works, Fleet Services Division will complete the required outfitting. Additional funds have been set aside within the budget to meet any standard outfitting needs.
