2. SUMMARY
Three bids for the Water Division Antenna Tower Installation Project (Bid No. 167 -15; W -679)
were received and opened on November 10, 2016. The apparent low bidder is Tashjian Tower
Corporation of Fowler, CA for $137,303.
3. RECOMMENDED ACTION
Award contract in the amount of $137,303 to Tashjian Tower Corporation and authorize the
Mayor and City Clerk to execute the necessary documents on behalf of the City.

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.

community.

7. DISCUSSION and BACKGROUND
As a part of the Water Division camera surveillance system and Supervisory Control and Data
Acquisition ( SCADA) upgrade project, the installation of a new antenna tower is necessary to
support the upgraded system receiver equipment and SCADA antennas. The new antenna tower
will be located at the Water Plant Headquarters and will replace the existing undersized antenna.
The scope of work for this project includes furnishing and installing a new 100 -foot tower,
structural footings, equipment enclosures and pad, cable vault, spooling enclosure, installing
electrical /communication conduits, grounding, climbing ladder with safety cable, cable
management ladder, grounding and antenna/dismounts installed at the specified elevations. The
engineering estimate for construction costs for this project is $110,000.
The bids were received and opened on November 10, 2016. Three bidders responded as follows:

Staff conducted license and reference checks with other agencies and companies including the
County of Ventura, Kern County School District, Sandia National Labs, and PG &E (Tulare Lake
Substation). All agencies and companies contacted provided positive feedback and good reviews
on the performance of Tashjian Towers Corporation. Therefore, staff recommends the awarding
of the contract to Tashjian Towers Corporation in the amount of $137,303. Construction is
scheduled to begin in January 2017 and is expected to be completed within 90 calendar days.
