SR - AGR-6434 - WASHINGTON AVENUE, ALMOND AVENUE, PALMYRA AVENUE STREET REHABILITATION PROJECT1. SUBJECT Award of Contract - Bid No. 167 -12; Washington Ave., Almond Ave., & Palmyra Ave. Rehabilitation Project (SP- 3934). 2. SUMMARY Bids for the Washington Ave., Almond Ave., & Palmyra Ave. Rehabilitation Project were received and opened on November 17, 2016. Six bidders responded to the Notice Inviting Bids. The apparent low bidder is All American Asphalt of Corona, CA in the amount of $675,763.50. The total estimated construction cost for the Project including 15% for contingencies and construction engineering is approximately $777,128. 3. RECOMMENDED ACTION Award the contract in the amount of $675,763.50 to All American Asphalt of Corona, CA and authorize the Mayor and City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Funds are budgeted in the Capital Improvement Program and are available in the following accounts: 272.5011.56330.20265 Gas Tax — Palmyra, Washington, and Almond Ave. $437,000 263.5011.56330.20265 Measure M2 — Palmyra, Washington, and Almond Ave. $439,000 Total $876,000 5. GENERAL PLAN IMPLEMENTATION Circulation & Mobility Element Goal 1.0 Provide safe, efficient, and comprehensive circulation system that serves local needs, meet forecasted demands, and sustain quality of life in neighborhoods. Policy 1.6: Maintain and repair roadways and sidewalks as necessary to improve circulation and safety. 7. DISCUSSION and BACKGROUND This project will rehabilitate Palmyra Avenue from the railroad tracks to Glassell Street, Washington Avenue from Center Street to Harwood Street, and Almond Avenue from Cambridge Street to Lincoln Street. Rehabilitation will consist of removing and reconstructing badly damaged pavement sections and grinding and overlaying the rest of the roadway. Other aspects of the project include replacement of damaged sidewalk, curb and gutter, and construction of Americans with Disabilities Act (ADA) compliant ramps. The current total construction cost estimate is approximately $777,128 including 15% contingencies and construction engineering. The City Council previously approved advertisement for bids for the construction of this project on October 11, 2016. The project was advertised on November 2, 2016 for two weeks, and bids were opened on November 17, 2016. Seven bid proposals were sold, and six bidders responded as follows: 1. This contractor has performed many projects for the City of Orange. Staff recommends that All American Asphalt be awarded the contract in the amount of $675,763.50 for the Washington Avenue, Almond Avenue, and Palmyra Avenue Rehabilitation Project. Construction is scheduled to begin in January 2017 and is expected to be completed within ninety calendar days. Plans and specifications are available for review in the Public Works Department. 8.
