A request to appropriate $29,980 from the State Asset Forfeiture unreserved fund balance for the
purchase of ballistic glass from KTM Enterprises.
2. SUMMARY
Front - office staff are vulnerable and exposed to events that occur in the lobby. The installation of
bullet resistant transaction windows offer a barrier between the public and office staff. This added
security will help protect our officers and support personnel from outside threats.
3. RECOMMENDATION
1. Authorize the appropriation of $29,980 from (357) State Asset Forfeiture unreserved fund
balance to expenditure account number 357.4011.55131.00000, State Asset Forfeiture,
Equipment.
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of the ballistic glass as follows:

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
The Police Department's front lobby operates with five open and exposed transaction windows to
service the public. These areas have been and still remain a burden to the department's security
system. Due to the recent threats, active shooter incidents, and the relocation of the probationer's
interview room, the department would like to include ballistic glass as an additional security
measure.
Front - office staff are vulnerable and exposed to events that occur in the lobby. Reconfiguring the
location of the probationer's interview room, while necessary to enhance security, exposes front -
office staff to gang and drug offenders. In addition, the influx of transients with mental illnesses
and disturbances makes personnel feel less safe at their workstation. The installation of bullet
resistant transaction windows offer a barrier between the public and office staff. This added
security will help protect our officers and support personnel from outside threats. Ballistic glass
at all five transaction windows will secure the facility and provide protection for our employees,
the Communications Center, and the City's Emergency Operations Center. The department was
able to locate two vendors with experience in this type of work, their bids are listed below.

Upon review of the bid proposals, the Police Department has determined that the bid from KTM
Enterprises was reasonably priced and offered a high - quality material. KTM Enterprises has been
contracted for services by surrounding agencies for the installation of ballistic glass. We are
confident and satisfied with their work and would like to award the bid to KTM Enterprises. The
Orange Police Department recommends the purchase of the ballistic glass from KTM Enterprises
in an amount not to exceed $29,980.
