A request to appropriate $4,970 from the State Asset Forfeiture unreserved fund balance for the
reconfiguration of an interview room.
2. SUMMARY
From a safety perspective, the Police Department is requesting to relocate the existing
probationer's interview room, located within a secured location of the department, to a better suited
location in the lobby area. Relocating the probationer's interview room to the lobby area of the
Police Department will ensure the safety of the department and designate a more private and
adequate space that meets the needs of Probation Officers in our Gang Unit.
3. RECOMMENDATION
Authorize the appropriation of $4,970 from (357) State Asset Forfeiture unreserved fund
balance to expenditure account number 357.4011.51401.00000, State Asset Forfeiture,
Building Repairs.
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of the interview room as follows:

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
Since 2011, the Police Department has served as a liaison in providing facilities and office space
to a Deputy Probation Officer to ensure proper coordination of activities. Such activities include
monthly probation sweeps and weekly office visits of probationers living in Orange. Probationers
are searched, drug tested, and given a mental health screening. From October 2014 to the present,
over 90 percent (approximately 1,200) of the office visits were conducted at the Orange Police
Department. Within that time, approximately 700 searches were conducted, 132 probationers
tested positive for drugs and 75 of those searches revealed contraband such as firearms, knives,
and drugs.
The assigned Deputy Probation Officer utilizes the department's interview room that allows access
to secure areas of the Police Department, to conduct routine office visits of probationers. Access
to the current interview room provides unauthorized access to other areas within the department
and is a serious concern from a safety perspective. Relocating the probationer's interview room to
the lobby area of the Police Department is a better suited location that can accommodate privacy
and security. It is the intent of the Police Department to continually support the needs of the
Orange County Probation Department as they directly contribute to our citywide efforts to reduce
gang and drug - related crimes.
Ashmore Construction is completing the construction of the interview room for a total not to
exceed $4,970. Ashmore Construction has been contracted for services by the Orange Police
Department in the past and was recommended by Public Works.
