Consultant Services Agreement between the City of Orange and Code Consulting Group, LLC,
for Plan Review Services for Fiscal Year 2016 -17.
2. SUMMARY
The City Council is requested to approve an amendment to the Consultant Services Agreement
between the City of Orange and Code Consulting Group for Fire Department plan review services
and Plan Examiner services in an amount not to exceed $80,000 for FY 2016 -17. Plan review fees
paid by the builder offset the costs for plan review services/Plan Examiner services.
3. RECOMMENDED ACTION
1. Approve the First Amendment to the agreement between the City of Orange and Code
Consulting Group, LLC. in an amount not to exceed $80,000.
2. Authorize the Mayor and City Clerk to execute the agreement on behalf of the City.

Upon approval, funds are available to cover the cost of FY 2016 -17 plan review expenditures as
follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 3.0: Protect lives and property of Orange residents and businesses from urban
and wild land fire hazards.
Policy 3.1: Continue to identify and evaluate new potential fire hazards and fire hazard areas.
7. DISCUSSION and BACKGROUND
Plan review service fees paid by builders initiating projects within the City offset the cost of plan
review consultant services as well as partially offsets the cost of plans examiner staff managing
the function. In FY 2015 -16 plan review /construction inspection revenue was $139,905. Last
fiscal year's expenditures for the Fire Department's two plan review service providers were as
follows:
Bureau Veritas, North America (Plan Review Service Provider) $41,239
Code Consulting Group, LLC (Plan Review Service Provider) $39,936
Total expenditures for FY 15 -16: $81,175
Code Consulting Group, LLC is one of two plan review service providers for the Fire Department.
Plan review service providers are selected based on expertise, type of plan review requested,
service level and plan review processing time. The Fire Department is requesting approval to
expand Code Consulting Group's scope of work to include temporary Plan Examiner services on-
site (30 hours per week) to fill a vacancy created by a retirement. The temporary Plan Examiner
will improve customer service by facilitating efficient plan review processing and reducing builder
wait times. Temporary services will be utilized until the completion of the recruitment for full -
time Plan Examiner.
The Fire Department is recommending City Council approval for the First Amendment to the
consultant services agreement between the City of Orange and Code Consulting Group. The Fire
Department is forecasting total expenditures for Code Consulting Group to be $80,000 for FY
2016 -17 and is therefore requesting approval for that amount.
